Job description
Duties As a SUPERVISORY PERSONNEL SECURITY SPECIALIST you will be responsible for the following duties: Serves as a team chief responsible for supervising a large team of Personnel Security Specialist who are responsible for making security clearance eligibility determinations. Plans, organizes, and directs the activities of an AVS team, ensuring final agency determinations concerning personnel security clearances comply with legal and regulatory requirements and meet customer needs; develops goals and objectives integrating organization and team objectives. Researches, interprets, analyzes, and applies various guidelines, policies, regulations, etc.; plans and schedules work in a manner that promotes efficient and effective distribution of work. Coordinates plans and schedules with other organization managers and customers as appropriate; identifies need for changes in priorities and takes action to implement such changes. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work; exercises supervisory personnel management responsibilities; advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration or skills, qualifications, and mission requirements. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Recognizes and takes action to correct situations posing a threat to the health/safety of subordinates. Reviews and recommends approval/disapproval of employee requests for training. Ensures developmental employees are receiving scheduled on-line and classroom training and, are provided additional resources if necessary in preparation for the Adjudicator Professional Certification exam in which employees must pass as a condition of employment. Provides guidance and on-the-job training/feedback to developmental and journeyman level employees in Personnel Security. The incumbent will be required to report to the office on a routine basis. If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement. Incumbent is required to attain the Security Fundamentals Professional Certification (SFPC) within two (2) years of entry on duty. Certification must be maintained in accordance with program rules. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience researching, interpreting, analyzing, and applying various guidelines, policies, regulations, etc.; providing guidance and on-the-job training/feedback to developmental and journeyman level Personnel Security Specialists on resolving simple to complex adjudicative actions; developing materials for briefings aimed at providing guidance, resolution of problems and assurance of coordinated/uniform personnel security operations; and experience independently handling a wide range of complex assignments and non-routine situations and exercise independent judgment to identify and take alternative courses of action. Specifically you will be evaluated on the following competencies: 1. Personnel Security - Apply personnel security principles and methods to process initial investigations, clearances, periodic re-investigations, and clearance upgrades/downgrades, suspension, revocations, terminations, reinstatements and to complete the adjudication, and appeals processes. Evaluate internal and external security clearance requests and ensures applicant's actions are consistent with regulatory requirements. Analyze and report on clearance and appeals findings to senior security officials and makes appropriate notifications. 4. Accountability-Fosters and ensures an environment that administers all resources in a manner that instills public trust while accomplishing the mission. Monitors progress and evaluates outcomes to improve organizational efficiency and effectiveness. Holds self and others accountable for measurable high-quality, timely, and cost-effective results.
