Job description
Overview Financial Analyst Bowhead is actively recruiting for a Financial Analyst to provide financial execution (Navy ERP and Defense Agency Initiatives (DAI , reconciliation and Common Spend Plan Tool (CSPT) and CERBERUS support as well as general financial support to multiple IPTs within PMA-263 Small Tactical Unmanned Aircraft Systems (UAS) Program Office. Responsibilities Create/track funding documents and Other Customer Funds (OCF) packages in Naval Enterprises Resources Program (N-ERP) and Defense Agencies Initiatives (DAI), such as ZFD PRs, ZSPS PID/PRs and MIPRs. Provide support in creating and amending Work Assignment Agreements (WAA), Network Activities (NWAs) and Receiving Billing Elements (RBEs). Maintain, consolidate, and organize, databases of budgetary status information based on financial data provided through N-ERP, DAI and Common Spend Plan Tool (CSPT). Perform budget execution Status of Funds (SOF) reports including tracking status of obligations and expenditures in detail by year, appropriation, and program for financial reconciliation for all funds; update/develop spreadsheets for financial status briefs and presentations. Research/reconcile prior and current year reimbursable/direct cite Unliquidated Obligations (ULO)for the Dormant Account Review Quarterly (DARQ) data call for both United States Marine Corps (USMC) and United States Navy (USN) using various USN, USMC and DoD electronic data systems such as NERP, DAI, CERBERUS, CSPT and Electronic Data Access System (EDA). Assist the Integrated Team Leads (IPTL) and Lead BFM, with Program Business Review (BR), budget/manpower drills, as well as coordinate inputs and ensure that data provided is in an acceptable format. Assists IPT personnel with their CSPT spend plan entries, updates, questions. Provide adhoc TEAMS training as requested. Manages the manpower and Contractor Support Services (CSS) contracts planning in CSPT for PMA-263 IPTs. Gathers funding data and prepares ZSPS Funding Information Forms for the BFMs for CSS contracts. Attends all Financial Review meetings for both IPT and Program Level as required. Attends all IPT weekly and monthly tag up/meetings to gain information about program updates Assist the IPT program analysts by looking up information such as paygrades, MAO codes, PRs, POs, etc. Monitor CSPT for adherence to PMA, PEO and NAVAIR business rules, and perform corrective actions and/or updates to CSPT as required. Support drills with CSPT data and analysis as required Other duties as assigned. Qualifications BS/BA with 3 to 9 years relevant NAVAIR financial experience Must have prior financial experience functioning either as a financial analyst or as a program analyst within NAVAIR. Navy-ERP or DAI experience preferred. CSPT or CERBERUS experience preferred Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint Knowledge of SharePoint and Microsoft TEAMS preferred. Ability to communicate effectively with all in the workforce is essential. Must be detailed oriented and organized and a quick learner. Physical Demands: Must be able to lift up to 25 pounds Must be able to stand and walk for prolonged amounts of time Must be able to twist, bend and squat periodically SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
