Program Manager, Senior This position requires an active Secret clearance or the ability to obtain a Secret clearance within 120 days after contract award. As required by our governmental client, this position requires being a US Citizen. Acts as the overall on-site lead, manager, administrator, and functional lead for the contracted effort and management of activities across multiple teams. Serve as a point of contact for the client or customer. Directs efforts of cross-competency team(s) to include contractors at multiple locations. Briefs senior leadership on program status and milestones. Oversees contractor personnel program/project operations by developing procedures, planning, and directing execution of the technical, programming, maintenance, and administrative support effort and monitoring and reporting progress. Manages acquisition and employment of program/project resources and controls financial and administrative aspects of the program/project with respect to contract requirements. Analyze and coordinate the schedule, timeline, procurement, staffing, and budget of a product or service on a per project basis. Lead and guide the work of technical staff. Compensation & Benefits: Estimated Starting Salary Range for Program Manager, Senior: $185,000 - $225,000 Pay commensurate with experience. Program Manager, Senior Responsibilities Include: Acts as the overall lead, manager, and administrator for the activities of various departments concerned with the administrative operations, facility and access management, professional training, and transportation for flag-level officers and senior civil servant executives. Lead and guide the work of technical staff. Oversees CNAS personnel program/project operations. Serves as the primary interface and point of contact with Government program authorities and representatives on technical and program/project issues. Organizes, directs, and coordinates the planning and production of all contract and subcontract support activities. Analyze and coordinate the schedule, timeline, procurement, staffing, and budget of a product or service on a per project basis. Coordinates with the production teams and the various support functions to ensure that the work of individual task orders for each project is completed timely and fully meets all quality standards. Maintains contact with other functional managers and suppliers, concerning projects, operational decisions, scheduling requirements, and contractual clarifications. Implement or oversee safety, environmental management, continuous process improvement or sustainability programs. Prepare staff work schedules and assign specific duties. Perform personnel functions, such as selection, training, or evaluation. Develops, oversees, and maintains scheduling, budgeting, and technical performance. Assures proactive risk mitigation measures are employed. Review financial statements, sales or activity reports, or other performance data to measure productivity or goal achievement or to identify areas needing cost reduction or program improvement. Monitor suppliers to ensure that they efficiently and effectively provide needed goods or services within budgetary limits. Manage the movement of goods into and out of production facilities to ensure efficiency, effectiveness, or sustainability of operations. Delivers status presentations to customers and leaders as needed, keeping them informed of delivery and/or production schedules. Performs other job-related duties as assigned. Program Manager, Senior Experience, Education, Skills, Abilities requested: BS or BA degree in Business Administration, Engineering, or other relevant managerial Discipline. Master's degree preferred. Minimum of 10 years of experience required, 10 of those years must be in engineering or technical management with the U.S. Navy or other DoD programs; 3 of those years must be professional experience in Defense and Navy Acquisitions. At least ten (10) years of professional experience in management support. Must have direct experience supporting a Chief of Staff for a major Legislative or Department of Defense (DoD) Echelon Command / Secretariat; experience supporting a Navy or Marine Corps Command Element preferred. Experience in performing financial and administrative requirements, to include project controls, strategic management procedures and senior level communication is also required. Demonstrated knowledge of SECNAV, OPNAV and OSD policy and documentation related to management, operations, and life-cycle management of military acquisition programs. Must have strong interpersonal, analytical, problem-solving, organizational and time management skill with strong attention to detail. Must have the ability to work with cross-functional groups, coordinated work activities at all levels, excellent communication skills, and the ability to build internal/external relationships. Ability to use Microsoft Office software and web-based applications such as those used in manufacturing operations. Valid U.S. Driver's License. Must possess a SECRET clearance or be able to obtain a SECRET Clearance. Must pass pre-employment qualifications of Cherokee Federal.
