Job description

Duties You will analyze tenant and command facility requirements confirming installations and regional planning efforts are aligned with command goals and initiatives. You will guide others in community planning to make sure sound, economical repairs are made to existing facilities. You will perform technical and functional review of project plans and designs to verify projects satisfy planning criteria. You will identify and determine improvements needed in the community planning process using analytical methods. You will assign work to staff concerning the engineering and contract requirements of facility construction objectives. Requirements Conditions of Employment Must be a US Citizen. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. Selectee must obtain and maintain a current valid United States driver's license. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision. The incumbent must obtain, maintain and use a Government travel card. Occasional overtime, shift, weekend, holiday, and/or rotating shifts may be required. Qualifications In addition to the Basic Requirements for this position, Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing budgets, cost estimating, business and financial management; 2) Developing schedules, execution and acquisition plans; 3) Preparing and giving oral and written presentations to a variety of audiences; 4) Establishing, maintaining and managing effective client relationships. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess A Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR A Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
