Job description

Duties You will serve as the NAWCAD SBIR Technical Lead. You will ensure the execution of integrated planning, examination and assessment on a wide spectrum of candidate Research and Development (Research and Development) projects. You will provide a direct interface with the NAVAIR SBIR and STTR Program Manager. You will lead key strategic SBIR/ STTR objectives or initiatives to develop and maintain a strong portfolio of projects and improve technology transition. You will provide briefings to high-level management to offer guidance on controversial and policy issues attendant to the SBIR program and to government and industry personnel to inform and solicit participation in the program. You will cultivate and leverage partnerships with other DoD SBIR/ STTR program management offices, Office of Small Business Programs (OSBP), NAVAL-X Tech Bridges, and other similar government, industry, and academic centers of collaboration. Males born after 12-31-59 must be registered for Selective Service. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS 13/14) grade level or pay band (NM-04) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing reports and recommendations concerning major projects and/or overall aspects of space design and functional capability; 2) Reviewing plans, methodologies, reports and other documentation to ensure technical accuracy, overall analytical adequacy and quality consistency; 3) Providing senior technical consultation and analysis as needed which may include interfacing with leadership, technical subject matter experts, transition and resource sponsors, contracting personnel, small business and research partners, and other key stakeholders; 4) Leading key strategic objectives or initiatives to develop and maintain a strong portfolio of projects as well as improve technology transition; and 5) Assisting in the training of lower-graded employees for specific projects and studies. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: A degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Evaluation of Education: The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area. Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.
