Job Summary: The Program Manager (PM) will be responsible for the planning, design, and oversight of multiple projects, including clinical data repositories (CDRs), data migration efforts, and the system lifecycle of a suite of data management tools. The PM will oversee and manage the compliance activities of program and project management teams, daily operations, and client/customer relationships. They will be accountable for the quality of deliverables and will develop, monitor, and report on project objectives, budget, and schedule status and performance. The PM will handle the technical, contractual, administrative, and financial aspects of the projects. They will identify, propose resolutions, and resolve project management issues in collaboration with federal staff. The PM will develop and maintain detailed work plans, schedules, project/program estimates, resource plans, status reports, and other deliverables. The PM will ensure the success of initiatives by coordinating efforts across teams and contractors, managing cross-functional teams, and reporting progress to the customer (COR and Government PMs) and the DDC Director of Operations. Additionally, the PM will inspire team members to understand the broader vision and work towards shared goals. Job Duties and Responsibilities: In support of the Indian Health Service (IHS), the Program Manager (PM) will be responsible for successful execution of the following tasks on the contract: The position is contingent upon contract award Develop comprehensive plans for multiple projects, including clinical data repositories (CDRs), data migration efforts, and the system life cycle of data management tools. Ensure all projects align with organizational goals and standards. Creates, manages, and distributes project communications and deliverables, such as Project Management Plan, Schedule, Quality Assurance Plan, Risk and Issue Log, Standard Operating Procedures, Reports, Dashboards, etc. Plans, schedules, monitors, and reports on activities related to the project, including subcontractor monitoring. Develops project control and reporting procedures and manages changes in operational plan. Controls project/program requirements, scope, and change management risk and issues. Oversee project progress, ensuring that deadlines are met, and workflow is coordinated across simultaneous, ongoing tasks. Report to both the Contracting Officer's Representative (COR) and Government Program Managers (PMs), providing updates and addressing any concerns promptly. Collaborates with stakeholders to document project scope, deliverables, goals, risks, roadblocks, success measures, and estimated resources needed. Ensures that projects remain in-scope and meet budgetary, scheduling, and quality requirements. Identifies and assembles the appropriate blend of resources to meet project/program needs and requirements. Identifies and communicates risks and issues and recommends contingency measures. Ensures adherence to legally binding requirements and client's long-term goals. Provides project status updates at predetermined time intervals to all stakeholders. Facilitates the creation of communication plans, ensuring that appropriate information is exchanged among key stakeholders. Communicates routinely to management, customers, project team members, and other stakeholders, actively soliciting and addressing customer and project team feedback. Plans and leads status review meetings, which may include internal team members, vendors, and customers. Facilitates status review meetings among project team members and clients, and internal team. Manage the project's allotted budget, ensuring that all work is performed within financial constraints. Allocate resources effectively, including staff and materials, to meet project objectives. Ensure that all documents and deliverables meet the quality expectations of the Indian Health Service (IHS) and are provided in a timely manner. Implement quality control processes to maintain high standards throughout the project lifecycle. Oversee all staff employed under the Project Work Statement (PWS), ensuring that they perform their duties effectively. Ensure that all Project Managers have valid Project Management Professional (PMP) certification or other nationally recognized project management credentials. Address any staff-related issues or obstacles to ensure successful project outcomes Establishes appropriate metrics for measuring key program criteria. Leads multiple program/project teams in determining client requirements and translating requirements into operational plans. Works with senior management on project/program proposals, bids, contracts, estimates, and schedules. Coaches and counsel members of cross-functional teams to accomplish project/program goals, to meet established schedules, and resolve technical/ operational issues. Responsible for training, managing, and motivating the project team, as well as resolving team conflicts. Maintains awareness on emerging technologies and project/program management techniques Proposes and develop add-on program opportunities. Job Requirements (Education/Skills/Experience): Required Qualifications: Active PMI Project Management Professional (PMP) or Program Management Professional (PgMP) Certification or at least 15+ years healthcare related program management experience Active Public Trust Level-4 or higher, or DoD clearance, or ability to obtain one through background investigation Minimum of 10+ years of experience as a Program Manager overseeing healthcare data projects of similar size and complexity at the enterprise level. Information Technology Project experience preferred. Must possess experience managing complex projects/programs from design and development to production Ability to define requirements and plan project lifecycle deployment and define and schedule project/program implementations. requires scheduling and budgeting experience to manage a large workforce effectively and efficiently. Demonstrated experience in risk mitigation and contingency planning. Extensive experience in directing and overseeing project engineering teams and managing conflicts within a group. Ability to perform team assessments and evaluations and identify and solve project issues efficiently and effectively. Hands-on technical experience providing program management services and support to healthcare related public sector organizations. Proven ability to review and analyze cost, schedule, and performance requirements for federal IT investments. Demonstrated leadership to define requirements for project risk. Ability to design and maintain technical and project documentation. Excellent oral and written communication skills. Excellent organizational, presentation, and customer service skills. Proven successful management of stakeholders at organizational level. Ability to travel up to 5-10% (if needed) Preferred Qualifications: Live within commutable distance from the customer HQ's location, which is in ABQ, NM or Rockville, MD (or ability to perform short notice travel if remote work is approved). Prior experience managing multiple remote teams. Proven experience with complex IT projects. Bachelor's degree (or equivalent experience) in addition to required experience Flexibility to adjust to multiple demands, shifting priorities, ambiguity, and rapid change. Ability to gather and analyze internal application data needs by means of interviews, workflow analyses, and facilitated discussions with users. Experience in managing delivery of customer-facing and internally facing products or services. Ability to build strong relationships and communicate effectively with internal and external stakeholders. Knowledge and experience with different project management frameworks, including waterfall and agile. Ability to quickly learn, understand and apply new technologies. Strong interpersonal skills including mentoring, coaching, collaborating, and team building. Experience in mentoring more junior team members and sharing knowledge. Excellent decision-making ability, balancing what is right with what is realistic. Strong knowledge and understanding of business need with the ability to establish/maintain high-level of customer trust and confidence.
