Job description
Duties You will support Department Heads/Branch Supervisors and investigators in developing and preparing pre-proposals and full proposal applications for obtaining funding. You will assist the Research Program Manager and Deputy Director in preparation and submission of annual operations budget and spending plans for the Directorate. You will assist research leadership/management official in the development of plan, goals, and objectives for short-and-long range implementation. You will be responsible for the preparation and submission of purchase orders for the Directorate to include laboratory equipment, supplies, reagent, and other items. You will in coordination w/Directorate's leadership regarding the preparation and submission of all contracts (e.g., services, maintenance of equipment, procurement) packages to ensure they are accurate and meet establish instructions and guidelines. You will apply development of methods, approaches, or procedures as needed to facilitate/coordinate research initiatives both w/government and non-government organization. Qualifications In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing administrative services managing and executing research projects, (e.g., infectious diseases), to include preparation and processing of protocols, proposals, and science/finance reports; Utilizing rules, regulations, procedures and practices related to budget, finance, contracting and procurement to ensure proper execution of research program milestones; Administering contracting, procurement, acquisition principles, concepts & techniques to carryout/perform contract and agreement preparation to develop, facilitate and manage funding/agreements documents, and processing of invoices for further contracting actions; AND Managing all aspects of the executive division of the organization, (e.g., Directorate), credit card program, (e.g., U.S. Government Purchase Credit Card Program), to include preparation, submission, receiving, tracking, inventory, invoice/statement reconciliation, and resolving discrepancies of all orders requested by the executive division of the organization, (e.g., Directorate).
