Job Description: The candidate shall provide professional consulting services to directly support the Business Manager. The candidates will assist on budget formulation, formulation of financial plans, POM development, and financial coordination tasks across various government personnel and multiple contractors. Supports the development of guidance for the FY Task Planning process. Assists with financial analysis of business programs, reviews cost estimates, and program status reports. Supports development and generation of metrics to measure business operations. Responsibilities include but are not limited to: The candidate must be highly motivated and able to collaborate with both government and other contractor personnel to meet the needs of the client. Careful coordination with multiple personnel, balancing the need to collect the data while maintaining a professional and collaborative demeaner. Providing senior financial management support and financial analytics expertise. Assisting the client with collecting data from a variety of government and contractor sources, assessing the responses, and developing a coordinated product for use by the client. Managing completion of work within the time frame specified by the client. Preparing milestone status reports and presentations for the client. While the candidate should understand the Navy ERP financial management solution and have prior experience as a financial user of Navy ERP, this position does not require processing transactions or budget execution at the transactional level in SAP (Navy ERP). Requirements and Qualifications: Must be a US citizen. Secret Clearance or Interim Secret Clearance required. A bachelor's degree in financial management. Possess a thorough knowledge of applicable Navy and DoD financial policies. Have a demonstrated knowledge of the DoD PPBE process and POM development. Be able to formulate strategic financial plans and correlate financing requirements into executable budgets. Assess products and procedures for compliance with government standards, accounting principles, internal controls, and system application standards Have a minimum of ten years of senior financial management experience with the Navy (preferably NAVSEA) either as a GS-12, GS-13, or GS-14, or as a contractor equivalent, overseeing multi-billion-dollar, multi-appropriation Navy financial programs.
