Job description

DCS has an exciting opportunity for a Journeyman FMS Program Manager providing support to the Air Force Life Cycle Management Center/PEO Digital Directorate (AFLCMC/HB). The Air Force Program Execution Office for PEO Digital (AFPEO/HB) has the collective Air Force Materiel Command (AFMC) mission responsibility to manage and execute the modernization, development, testing, production, fielding, and sustainment of the PEO Digital portfolio, which includes over 130 programs for the United States Air Force (USAF) and foreign allies. AFLCMC/PEO Electronic Systems Directorate is headquartered at Hanscom Air Force Base, MA with geographically separated operating units CONUS and OCONUS. This position supports the International C2 and Sensors Division (HBN).

This is a full-time position located in Billerica, MA supporting the Front Office Group of the International Command & Control and Sensors Division (AFLCMC/HBN). Remote/Telework will be considered for the right candidate, however immediate access to a USAF installation is required for network support.

Essential Job Functions:

In this role you will have comprehensive knowledge of principles, policies and practices of FMS system acquisition and program management, as well as knowledge of roles and relationships within the FMS community and the administrative requirements of Division operations. Position will support multiple international efforts and travel will be required CONUS and OCONUS. Ability and Maturity with International Clients, Senior Officers and overseas support needs will be required.

Responsibilities may include but are not limited to:

  • Support and develop various division briefings/schedules of program status and acquisition tasks to senior management. The Contractor shall support Program Acquisition Reviews (PAR), senior level meeting/reviews and IMP/IMS reviews.
  • Extensive background in PM Support scheduling, geopolitical familiarity and maturity required. Positive Can Do/Think on your feet required for program support overseas. Familiarity with DOD acquisition as well as a special emphasis on FMS-specific peculiarities (e.g., mandatory use of in-country subcontractors; interface with SAF/IA, AFSAC, DSCA, AFLCMC/WFNFM, FDO; TSC) is necessary.
  • Working level knowledge of LOA data, including manpower requirements is required.
  • Capability and willingness to manage overseas travel arrangements and problem resolution.
  • Ability to independently and successfully perform as representative (with no decisional authority) for the program office to HQ and other HB Divisions/outside organizations.
  • Demonstrated experience in the preparation and support of various program office activities and meetings, to include U.S. Government-internal meetings, case meetings, design reviews, Program Assessment Reviews, Interface Control Working Groups (ICWG), Technical Interchange Meetings, and case reviews.
  • Working level understanding/knowledge of customer country customs, etiquette and business practices.
  • Working level understanding of the DoD Transportation System as it relates to shipping equipment overseas to FMS customer final destination.
  • Working level knowledge of all MS Office products and calendar management.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

High School diploma 8 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD OR a Bachelor's Degree in a related field and 5 years of experience in the respective technical/professional discipline being performed, 3 of which must be in the DoD.

Must hold an active Secret clearance.

Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of FMS programs.

Knowledge of support activities that assist the program manager in assessing what programs are within schedule and cost baselines, be able to recommend viable solutions to problems and the pursuit of alternative courses of action.

Effectively communicate orally and in writing, providing quality acquisition and program documentation (briefings, documents, and plans).
