Job description

Duties The purpose of this position is to provide senior subject matter expertise and technical support for the Coast Guard's Preparedness Program including contingency exercises and planning. Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include: Overseeing planning, coordination, and execution of oil spill and hazardous material release responses, including preparedness capabilities and response efforts, under the National Response System (NRS). Participating in the development and execution of contingency exercises and plans. Coordinating meetings, activities, reports, and incident-specific responses with stakeholders as required. Identifying areas for improvement, developing solutions to problems, and preparing recommendations for remedial actions and overseeing the implementation of improvements. Assist in the preparation of cross-border contingency plans and ensure these plans are maintained and exercised. Keeping staff abreast of new methods and development in specialty fields as they affect preparedness and advise appropriate officials of progress and difficulties encountered. Providing regional program guidance, standards, and performs regional level coordination of field developed Area Contingency Plans. Requirements Conditions of Employment U.S. Citizenship is required. The position requires a valid state driver's license. Males born after 12/31/1959 must be registered for Selective Service. Qualifications GS-13: one year of specialized experience equivalent to at least the GS-12 level in the Federal sector related to the position to be filled. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: Overseeing coordination of preparedness activities including exercise development and conduct, planning, training, remedial action for full range of CG contingencies; creating CG planning/exercise publications, directives and Operations Orders; planning, organizing, and directing team studies associated with programmatic goals; negotiating effectively with senior management and sector staffs to accept and implement recommendations where the proposals involve substantial agency resource commitments; fostering relationships with appropriate intergovernmental preparedness entities to improve contingency planning and exercise development. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
