Job Description Summary
At Enterprise, we're transforming affordable housing development practices so that homes are climate resilient and leading the transition to a low-carbon economy. The Senior Program Officer, Decarbonization will help build and support all of our national decarbonization programs. They will project manage our Affordable Housing Decarbonization Hub project, lead Colorado Electrification Hub enhancements, project manage our Building America contract, and support outreach and education with Power Forward Communities' multifamily market building program.The successful person in this position will coordinate four similar projects that have overlap but also each have distinct timelines, partners, objectives, and requirements. Strong project management and relationship management skills are paramount. Key success factors for this position are relationship management and stakeholder satisfaction as well as excellence in project management to achieve project objectives. For three of the four projects in the scope of this role, there are clearly defined deliverables, partners, and roles/responsibilities which must be managed. For one (PFC outreach) the program is still being defined and nimbleness and creativity in response to partner needs will be required.
The Senior Program Officer, Decarbonization will report to the Director, Multifamily Outreach.
Location: Washington, DC preferred.

Job Description
Job Responsibilities:
- Build and support Power Forward Communities' multifamily outreach and education activities in order to increase affordable housing owner/operator awareness, interest, and capacity to pursue beneficial decarbonization and to exceed Justice40 commitments. This is a new program and will be developed collaboratively. Specific responsibilities will include:
- Lead or support communications campaigns, education strategies, tool development, and direct support to affordable housing stakeholders and impacted community members, resulting in high satisfaction rates by recipients.
- Track outreach activities and impacts.
- Actively participate in evaluation of and strategy iteration for these activities.
- Serve as Project Director for Affordable Housing Decarbonization Hub, a joint project between Enterprise, Housing Partnership Network, and RMI. Carry out Project Director responsibilities per Hub MOU in collaboration with Executive Committee, Advisory Committee, and Project Management group. Ensure compliance with project plan and budget.
- Lead Colorado Electrification Hub enhancements, in partnership with Building Resilient Futures team, Enterprise Rocky Mountain team, and CHFA. In coordination with consultants, carry out Hub enhancements as determined by the Steering Committee. Achieve high satisfaction rates of Steering Committee.
- Project manage Building America contract for Equitable Decarbonization of Colorado Affordable Housing project. Includes proactive coordination of staff and partner activities to achieve workplan milestones & deliverables. Ensure compliance with DOE/NREL workplan, milestones, and deliverables.
- Actively participate in other team initiatives, helping to achieve an impactful, fun, cross-functional approach to Building Resilient Futures.
Qualifications:
The ideal candidate will bring a range of experience and attributes to Enterprise:
- Bachelors Degree Preferred or combination of education and experience in related field.
- Demonstrated commitment to racial equity and social justice.
- Minimum of four years project management experience, preferably in relation to community development and/or climate action.
- Excellent project management skills.
- Strong presentation, negotiation, and interpersonal skills.
- Demonstrated strong judgement and ability to identify and analyze typical work situations and develop effective solutions.
- Familiarity with affordable housing and/or community development.
- Familiarity with building decarbonization, energy efficiency, and/or high performance approaches.
- Strong organizational skills and ability to coordinate complex activities, prioritize conflicting demands, and meet deadlines.
- Demonstrated professionalism, diplomacy, composure, flexibility and ability to adapt to a variety of situations.

The base salary for this role is $85,000 to $90,000, depending on level of skills and experience.
The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance. The salary range is just a part of the total rewards package provided to employees at Enterprise, and other rewards may include annual performance bonuses and generous paid leave programs.
