Job Description Overview This position description is subject to change at any time as needed to meet the requirements of the program or company. The Solid State Phased Array Radar System (SSPARS) Site Manager manages all operational, administrative and maintenance functions and activities at the designated site. They direct the accomplishment of site-specific program goals and monitors and reports their achievement. Site Managers are responsible for the operating budget, manpower, resources, and facilities in performance of contract responsibilities and ensures compliance with Performance Work Statement (PWS). The Site Managers report to the Program Manager. Responsibilities Major Job Activities: Responsible for ensuring contract requirements are met at the respective site. Ensures sufficient resources are provided to meet PWS requirements and procedures and ensures site personnel adhere to established Host Nation laws, US Government directives, and V2X policies and procedures. Supervises all contract activities and serves as the principal representative for the program in all matters pertaining to the contract at respective site. Attends Program Management Review conferences and briefs senior company and US Government officials on site activities and issues affecting the program performance. Activities include the functions of personnel and finance; training; support services; vehicle and fuels related maintenance; supply and inventory management; freight traffic management; equipment major repair and maintenance; and facilities maintenance. Performs overall planning, coordinates the efforts of detailed planning, and continually measures and analyzes progress. Provides for sufficient and viable contract performance through effective leadership of the site, to include compliance with quality and safety/environmental standards. Provides the leadership necessary to effectively form and manage quality teams. Can respond rapidly and sufficiently to changing requirements, unexpected contingencies, and other challenging situations. Provides for the welfare of the personnel and the enhancement of the contract, to include optimizing the balance between resources of manpower, equipment, time, materials, and money. Responsible for keeping the Company, Corporate Management, and interested US Government personnel appraised on current status of operations and maintenance and any other special interest items. Performs other duties as assigned. Material & Equipment Directly Used: US Space Force (USSF) classified and unclassified computer systems, SIPRNET, NIPRNET, MDA CNET, project management software, and video conferencing tools. Working Environment: Primarily in an office setting, but may spend time in maintenance shop, warehouse environment, or outdoors for extended periods. Ability to travel domestically and internationally. OCONUS Locations: Living and working conditions at the assignment location could be remote and uncomfortable. Long hours, exposure to weather and hazardous conditions. (Clear SFS, AK and Pituffik SB, Greenland) Physical Activities: Walking and standing during site inspections and meetings. Sitting for extended periods during planning and administrative tasks. Physically capable of performing all required duties; capable of lifting/pushing/pulling minimum of 50 lbs. Typing and using a computer for extended periods. Qualifications Education / Certifications: Bachelor's degree in Engineering, Computer Science, Information Technology, or a related technical field is required. Six Sigma qualification desired. Must be a U.S. citizen and possess a DoD Top Secret security clearance or be eligible to obtain and maintain one. Required Experience: 10-12 years technical or managerial experience with US Space Force and/or US Air Force Space Command. Long Range Discrimination Radar (LRDR) operations, testing and maintenance. LRDR Space Domain Awareness (SDA) Ballistic Missile Defense (BMD) Mission Taskings Missile Defense Radar Operation Experience with managing a diverse workforce of military, contractor and civilian personnel with wide and varying skillsets, training and education. Skills & Technology Used: Expertise in Excel, PowerPoint, and related financial applications. Must be able to oversee the operations and execution of a complex PWS meeting minimum Acceptable Quality Levels (AQLs) as defined by the customer. Must be able to read, understand and interpret technical documentation, schematics, SOPs, and engineering documents and blueprints. Must be able to communicate clearly orally and in writing. Must be able to communicate clearly with senior Space Force leaders and government personnel. Supervisory / Budget Responsibilities: Responsible for P&L of program. Oversee all site activities as specified in the PWS (operations, maintenance, budgets). Review timecards daily, ensuring activity codes, job codes, holidays and hours are recorded correctly. Approve timecards weekly. Ensure all program personnel are completing corporate and government mandatory training. Ensure all program personnel are maintaining CSWF credentials as applicable. Review and approve expense reports. Assign training offered by customer to the appropriate personnel. Deliver / Brief Monthly Program Management Review status to corporate leadership. Participate in weekly staff meetings. Conduct employee counseling as required. Record all counseling if adverse. Review resumes and Conduct interviews.
