Our Science and Space Business Unit is seeking a Senior Application Portfolio Manager (TOPM) to oversee a broad suite of high-end applications, systems and models in support of the John A. Volpe National Transportation Systems Center in Cambridge, MA. The Volpe Center is part of the U.S. Department of Transportation and is a critical resource for innovation in transportation by anticipating emerging transportation issues and serving as a center of excellence. As Volpe TOPM you will have the opportunity to contribute to the enhancements supporting safety, efficiency, and viability of our nation's transportation infrastructure. You will be providing technical leadership and managing a $20M annual portfolio of contract task orders consisting of large- and small-scale application development projects, enhancements to existing systems, and general IT consulting for the Volpe Center. The task order portfolio employs 90+ IT professionals including project managers, IT engineers, business analysts, QA and customer support. All staff are resident in the U.S., primarily located in proximity to the Volpe Center. This position is hybrid / remote. Occasional, infrequent travel to other sponsor or KBR locations as needed. Candidate must be able to obtain a public trust clearance. The TOPM is responsible for all aspects of the task order portfolio, ensuring that the work performed is at a level of quality, schedule, and cost performance that is consistent with the expectations of the customer and KBR. Provides strong leadership to staff members and technical teams to facilitate excellent performance.
Lead high-level strategic planning and governance over the application portfolio. Play a critical role in driving technological innovation, ensuring application portfolio aligns with the strategic goals of the organization, and leading digital transformation initiatives.
Forms and manages technical teams with attention to providing the necessary resources and direction allowing each staff member to perform at the highest level.
Accountable for the planning, organization, staffing, management and reporting to the customer and to KBR leadership.
Applies practical knowledge of cloud, DevSecOps, agile and hybrid development methodologies and emerging data science technologies. Experience including data science and AI/ML is a plus
Aids with defining and documenting solutions for technical approaches. This includes all aspects of systems engineering, such as data modeling, system architecture, system design, requirements definition, configuration management, and production deployment.
Interfaces with a number of government technical managers. Develops customer insight by blending data with a deep understanding of customer needs, habits, and perceptions developed through market research, customer meetings, outreach and customer feedback. Presents technical materials at meetings with the customer and sponsor and facilitates follow-on activities.
Responsible for defining and monitoring suitable performance measures, quality standards, security requirements, and configuration management requirements; identifying and mitigating project risks; and providing support for evaluating project cost and schedule progress.
Ensures compliance with terms of the master contract and task order as well as government and company policies, standards and procedures. Core Skills: Strong leadership and organizational skills. Manage a leadership team that oversees multiple task orders. Self-motivated, self-starter with the ability to multi-task.
Ability to work well in a dynamic environment with changing requirements and priorities
Drives outstanding team performance across the work portfolio. Supports recruiting, interviewing, hiring, coaching and retaining staff in accordance with KBR values and ethical, professional conduct.
Manages task order scope, schedule and cost with Volpe stakeholders and customers. Ability to develop and maintain open and transparent communications with Volpe stakeholders and their sponsors.
Excellent verbal and written communication skills
Develops understand and implement KBR policies, procedures, and guidelines Qualifications Bachelor's degree in STEM (IT, science, technical, engineering, math) or related discipline with at least 15 years of relevant experience in an IT, engineering, program/project manager, or other relevant role. Master's degree is a plus.
10 years' experience planning, directing, coordinating, and managing large IT technical programs
Proven leadership experience in federal IT system development; experience with Data Management and Analytics, Operational and Engineering Support, cloud, Software Engineering, IT Modernization, Low/No Code and AI/ML. Experience in Federal Aviation Administration (FAA) IT systems development and deployment is a plus
Current PMP or PgMP certification (or must obtain within 120 days of start and maintain for the duration of the assignment).
