Job description

Blu Omega is seeking a Business Analyst for a federal program located onsite at Hanscom AFB in Hanscom, MA. As a Senior Consultant for Performance Management within the HNIB program, I will play a critical role in driving the successful planning, design, and implementation of performance management processes and tools for a Business Information Management (BIM) program. My responsibilities will encompass both the strategic and technical aspects of performance management, ensuring that stakeholders have the right metrics and tools to track and optimize program performance effectively. Key Responsibilities:
Requirements Gathering & Client Engagement: Engage with clients and key stakeholders to thoroughly gather requirements for performance management metrics specific to their BIM program.
Translate client needs into actionable insights that define clear performance indicators and reporting requirements for both leadership and operational teams.
Ensure all metrics align with overarching organizational goals and program objectives, fostering stakeholder buy-in.
Design of Metrics & Dashboard Visualization: Collaborate closely with a developer to design comprehensive performance management metrics, focusing on meaningful data capture and presentation.
Lead the development of intuitive and visually appealing Power BI reporting dashboards that offer real-time visibility into program performance.
Ensure that dashboards are user-friendly, customizable, and scalable to meet the evolving needs of the program, making them valuable tools for decision-making.
Stakeholder Testing & Feedback Integration: Facilitate iterative testing sessions with stakeholders to ensure that metrics capture and dashboards meet client expectations and business needs.
Collect and synthesize feedback from end-users to make continuous improvements to the dashboard design, data visualizations, and performance reports.
Training & Change Management: Conduct comprehensive training sessions for performance management stakeholders to ensure they fully understand the metrics, dashboard interface, and data analysis process.
Provide ongoing support and guidance to stakeholders, ensuring they feel confident in using the tools and interpreting performance data.
Process Improvement & Socialization: Lead the socialization of iterative updates to both the performance management process and the Power BI tools, ensuring continuous alignment with client objectives.
Drive the adoption of best practices across the performance management landscape, helping the client make data-driven decisions to enhance program outcomes.
Qualifications & Skills:
Required: Program Performance Management Design: Expertise in designing performance management frameworks that provide clear and actionable insights into program success.
Focus Group Facilitation: Proven ability to lead focus groups with stakeholders to elicit requirements, obtain feedback, and drive consensus on performance metrics and dashboards.
Process Flow Design: Strong skills in creating and documenting process flows that outline how data will be captured, processed, and reported within a performance management system.
Journey Mapping: Ability to create journey maps that depict the user experience of performance management tools, ensuring a smooth and intuitive interface for stakeholders.
Desirable: Excel Analysis: Proficiency in Excel for the purpose of analyzing data, conducting trend analysis, and designing preliminary performance management reports.
Power BI Familiarity: Familiarity with Power BI as a platform for creating interactive dashboards and data visualizations to support performance reporting.
Clearance Requirements:
DoD Secret: A DoD Secret Clearance is required for this position, ensuring eligibility to work with sensitive and classified information relevant to the HNIB program.
Salary: 80K-105K
