BRIEF DESCRIPTION OF SERVICES TO BE PROVIDED:
The State of Michigan Department of Technology Management and Budget (DTMB) CTO Network
Services and Design Services Division is seeking a highly consultative engagement from a qualified senior Enterprise network engineer to support the State of Michigan (SOM) Enterprise network environment maintenance and upgrade. This includes working with the SOM engineering team to train/mentor/transfer knowledge of upgraded infrastructure.

PROJECT OBJECTIVE:
The objective of this project is to obtain a resource with the experience, knowledge and skillsets needed to provide senior support of the States Enterprise network upgraded infrastructure. This project
engagement will be for a one-year period up to 2080 hours with the option to increase or extend if agreed to by the SOM.

SCOPE OF WORK:
This position is responsible for supporting the SOM Enterprise network upgrade, optimization and quality assurance for implementation and management of the Cisco network infrastructure.
This position is also responsible to provide junior level staff with mentoring and transfer of knowledge.
Will assist daily support, troubleshooting, and maintenance.
This position requires an extremely high degree of technical skill, initiative, and creativity and must keep current with new and emerging theories, regulations, standards, technologies, and practices in tools,
software, networking, operating systems, and hardware to provide for the needs of the State.
Responsibilities also include end-to-end facilitation, validation, and the roll out of new technologies for enterprise network.
This position also involves mentoring, coaching, coordinating, and consulting with fellow systems administrators and architects within the Enterprise Architecture, Michigan Cyber Security, and other teams that interface with the enterprise networking environments.

This candidate will require the following experience:
Five (5) or more years of experience in Cisco Nexus & Catalyst. Experience with Cisco Catalyst products, Unified Computing Systems
Five (5) or more years of experience with Cisco ISE and troubleshooting.
Five (5) or more years of experience and expertise in Cisco Catalyst Center/ DNA Center, Enterprise networking and operational system fundamentals.
Certified Cisco Network Professional (CCNP) certificated.

This candidate will be expected to have the following experience:
Enterprise Network Automation, DNA Center/ Catalyst Center
Cisco ISE, troubleshooting and maintenance
Remediating security issues identified by vulnerability assessments or penetration tests.
Mentoring junior engineers.
Standard concepts, practices, and procedures specifically related to Cisco Enterprise network support.
Ability to independently perform a wide variety of complicated tasks.
Good communication skills.
A degree of creativity and latitude.

TASKS/DUTIES:
In addition to what is stated above, this project will require the Network Engineer SME to perform tasks related, but not limited to, the following:
Assist in developing solutions to existing and upcoming technical problems.
Install, upgrade and maintain DNA Center/Catalyst Center.
Upgrade and maintain Catalyst Switches using DNA Center/Catalyst Center.
Configuration updates to Catalyst Switches using DNA Center/Catalyst Center.
troubleshooting with ISE, maintaining and troubleshooting endpoints
Assist with supporting infrastructure solutions to existing or upcoming technical needs or problems.
Implementation and support of data center network solutions. Analyze, assist with design, document, and migrations.
Cisco router and data switch configuration, installation, and support.
Develop remediation plans for security issues identified by vulnerability assessments or penetration tests.
Monitor, upgrade, troubleshooting and maintenance for the network infrastructure.
Working with the State of Michigan DTMB CTO Network Services managers and Data Center Infrastructure Services staff.
Identify and prioritize critical business functions in collaboration with organizational stakeholders.
Consult with vendor product specialists, independent research organizations, on-site support engineers on best-fit technologies to ensure compliance to department policies & standards and technology roadmap.
Communicate complex technical concepts to individuals of various technical ability.
Plan and develop support processes that adhere to best practices (ITIL).
Provide support with performance analysis & troubleshooting.
Provide direct support to technical and non-technical entities to define requirements and deliver solutions to meet organizational needs including new environment deployment, upgrades, performance tuning, testing and disaster recovery.
Provide support and subject matter expertise with respect to adherence to best practice security framework controls and other industry-based regulatory compliance requirements (e.g.,
NIST 800-37, 800-53, 800-171, 800-204, 800-207, CIS, PCI, IRS-Pub 1075, CJIS, and related).
Build and maintain relationships across organizational teams.
Provide resolution of conflicts, connectivity, and security issues.
Prepare information for presentations.
Mentor staff on tips, techniques and best practices to be utilized for the infrastructure environment.

DELIVERABLES:
Deliverables will not be considered complete until the Agency Project Manager has formally accepted them. Deliverables for this project are outlined in the Scope of Work.

ACCEPTANCE CRITERIA:
Successful review and approval by the Agency Project Manager of implementation and/or documentation of the tasks and deliverables.

PROJECT CONTROL AND REPORTS:
A weekly progress report must be submitted to the Agency Project Manager throughout the life of this
project. This
report may be submitted with the billing invoice. Each weekly progress report must contain the
following:
Hours: Indicate the number of hours expended during the past week, and the cumulative total
to date for the project. Also state whether the remaining hours are sufficient to complete the
project.
Accomplishments: Indicate what was worked on and what was completed during the current
reporting period.
Funds: Indicate the amount of funds expended during the current reporting period, and the
cumulative total to date for the project.

ROLES AND RESPONSIBILITIES:
The State reserves the right to require a change of staff assignments, in the opinion of the State, if the resource is not adequately serving the needs of the State.
The Contractor will provide sufficient qualified staffing to satisfy the deliverables of this Statement of Work.

EXPECTED CONTRACTOR WORK HOURS AND CONDITIONS:
Work hours are not to exceed eight (8) hours a day, forty (40) hours a week.
Normal working hours of 8:00 am to 5:00 pm are to be observed unless otherwise agreed to in writing.
Contractor shall observe the same standard holidays as State employees. The State does not compensate for holiday pay.
