Job description

Duties Independently lead and manage highly complex Foreign Military Sales (FMS) program(s) which may include high Letter of Offer and Acceptance (LOA) product volume, senior leader visibility, regular reporting requirements, and expiring funding elements. Serve as the senior representing TACOM SAMD at FMS Partner meetings/engagements (i.e. Program Management Reviews, Case Management Reviews, etc.) Provide FMS program updates to senior leadership across TACOM and the Army Security Assistance Enterprise (ASAE) Engage and solve highly complex FMS related case development and execution issues Build/maintain detailed and accurate FMS program tracking mechanism(s) Intensely track expiring funding; work with the ASAE and ACC communities to facilitate expedited FMS case development and support contract award actions Independently develop letters of offer and acceptance (LOA) documents accurately following the total package approach (TPA). Execute Foreign Military Sales (FMS) requirements effectively in support of the FMS customer. Interface with Army security Assistance Enterprise (ASAE) to provide status and problem solving. Lead/mentor team members in execution of mission. Develop strong relationships within the Army security assistance enterprise (ASAE) and Foreign Military Sales (FMS) Partners. Provide support to other teams across the directorate as necessary Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Incumbent must be able to obtain and maintain a Secret clearance. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter in accordance with DoD Directive 5500-7-R. Specialized Experience required: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-13 in the Federal services which includes: 1) Providing technical reviews for all Foreign Military Sales (FMS) requirements and serve as an advisor for the organizations such as the Army Security Assistance Enterprise; 2) Developing and executing Foreign Military Sales (FMS) program requirements to include logistic problem solving; 3) Providing program management review and other meeting support to Foreign Military Sales Customers; and 4) Ensuring Foreign Military Sales (FMS) case Letter of Offer and Acceptance (LOA) documents meet quality standards, planning and assigning work, and establishing internal controls and procedures for a logistical team. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education cannot be substituted for experience. Applicants must confirm eligibility and minimum qualification requirements within 30 calendar days of the closing date of the announcement.
