Job description

Duties Reviews, assesses and evaluates a wide variety of projects. Implements changes to existing systems/programs considering factors such as cost, schedule and increased efficiency of operations. Advises on formulation of broad policies and doctrines. Develops plans for accomplishment of the assigned programs. Reviews and evaluates data relating to short and long range operations and requirements to keep abreast of program progress and anticipated problems. Identifies problem areas and determines and directs actions necessary to accomplish organizational operations. Maintains liaison with appropriate representatives of higher headquarters, field commands, and industry to ensure up-to-date awareness of the status of all actions, detection of before-the-fact potential slippage and of increased costs. Reviews reports, analyzes issues, directs problem solving, evaluates progress, assesses outcomes, reports on task and schedule progress and outcomes, and recommends follow-on actions. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must obtain and maintain a Secret Security Clearance. This position may require temporary duty (TDY) business travel up to 20%. This position requires a three-year probationary period unless otherwise already completed. Current Department of Army Civilian Employees Applying on Time-Limited Assignments In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: To qualify at the DE-03/GS-12-13 equivalent grade level: Your resume must clearly describe at least one year of specialized experience equivalent to the DE-02 pay band or equivalent grade level (GS-11) level in the Federal service which includes: (1) Managing and supporting operations and activities relating to the organizations mission and functions; (2 ) Reviewing and developing plans for a wide variety of projects and policies, procedures, and practices; (3) Preparing and presenting high level briefings to senior leadership on operations; AND (4) Analyzing organizational systems to make recommendations and improvements to existing programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-02 pay band or equivalent grade level (GS-11). This position is part of the Combat Capabilities Development Command (CCDC) Ground Vehicle Systems Center (GVSC), Science and Technology Reinvention Laboratory Personnel Management Demonstration Project. CCDC Ground Vehicle Systems Center (GVSC) is participating in an alternative personnel system known as the Personnel Management Demonstration Projection. The DE-03 pay band is equivalent to the GS-12 step 1 through GS-13 step 10 grade levels. Additional information Position may be filled as a temporary promotion, temporary reassignment, or temporary change to lower grade NTE 5 years by a current permanent Army employee. Temporary promotions, reassignments, or change to lower grades may be extended up to a maximum of five years and may be made permanent without further competition.
