Job description

The Minneapolis VA Health Care System (MVAHCS) seeks an innovative and academically oriented Associate Chief of Staff for Education (ACOS/E). This is a senior management position reporting to the Chief of Staff, who in turn reports to the VAMC Director ACOS/E is a nationally standardized position that receives guidance on Health Professions Education (HPE) program requirements from the VHA Office of Academic Affiliations (OAA). The ACOS/E oversees all health professions trainees (HPTs) at the VA medical facility and is a board-certified physician with leadership experience in clinical, educational, and administrative areas. This role supports VHA goals in oversight, funding, expansion, policies, and guidance for HPTs and programs.

The MVAHCS, a 1a VA facility, has substantial research and education programs and a close academic affiliation with the University of Minnesota. The ACOS/E is responsible for establishing, maintaining, and evaluating the quality of care delivered by trainees at the VA facility. Duties and Responsibilities
The successful candidate will lead the Education Service and works with a large and diverse staff comprised of physicians, nurses, therapists, social workers, psychologists, rehabilitation engineers, researchers, and administrative support staff. The ACOS/E must have experience and familiarity with accreditation standards, financing, policy, and evaluation. They must have superior skills in administering and managing training programs, communicating with diverse audiences, and writing clearly and effectively. Strong analytic skills are required, and comfort with applied statistics is encouraged. The incumbent must have experience in program development, innovation in HPE programs, and academic training settings in areas such as the VA, its academic affiliates, and/or professional organizations related to academic affiliations, accreditation, and training. The ACOS/E is expected to establish a high level of credibility with clinical and educational leadership throughout the VHA and the academic community. Personal characteristics include self-direction, project organization, and interpersonal effectiveness. The ACOS/E must ensure a respectful, non-biased learning environment, maximize trainee education, and support trainee well-being.

The ACOS/E provides leadership, advice, and subject matter expertise in tasks, projects, and assignments related to HPE programs. Provides policy development, analysis, decision making, and implementation activities affecting the VA health care system. Responsibilities and duties are described in VHA Directives (OAA 1400 series). The ACOS/E fulfills requirements related to the VHA Academic mission to include:

  • Advocate for adequate resources for HPE functions at VA medical facilities and VISN levels.
  • Allocate payments for accreditation, match service fees, and educational cost contracts.
  • Ensure proper accreditation for all programs, including VA and affiliated training programs.
  • Implement OAA national policies and local procedures (e.g., resident supervision).
  • Report HPT challenges to facility leadership, VISN Director, and OAA staff.
  • Oversee and facilitate the on- and off-boarding of HPTs.
  • Use OAA-administered Trainee Satisfaction Survey results to improve training quality.
  • Ensure affiliation agreements are executed for all programs involving HPTs and VA facilities.
  • Serve as the primary contact for affiliation agreement establishment and oversight. Oversee HPE funding, accreditation, and affiliate relationships per VHA OAA directives.

Recruitment Incentive (Sign-on Bonus): A $20,000 Recruitment/Relocation Incentive has been Authorized
Pay: Competitive salary, annual performance bonus, regular salary increases
Paid Time Off: 50-55 days of paid time off per year (26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year and possible 5 day paid absence for CME)
