Job description

Duties Serve as the operations resource management functional manager/advisor for the Operations Group. Oversee Rated Officer / Career Enlisted Aviator (CEA) flying programs to include monitoring all Aviation Position Identifiers (API) codes and Aviation Service Codes (ASC). Direct, control and monitor the operation, maintenance, and training of the Aviation Resource Management System (ARMS) at the operations group level. Direct the installation, testing, and evaluation of newly acquired computer systems for compatibility with reserve objectives, policies, plans, and concepts. Develop quality improvement and problem-solving processes and tools to improve operations group management and administrative programs and procedures. Incumbent's regular assignments are primarily ART duties: however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities Position may require a background security investigation to determine suitability for employment and/or a security clearance Males must be registered for Selective Service, see Legal and Regulatory Guide Must be able to obtain and maintain a secret security clearance. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Group Standard for Administrative & Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-7 level in federal service (or equivalent in other pay systems) in which equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position being filled. Specialized experience is experience which includes assisting in managing operations resources to include serving as Host Aviation Resource Manager; serving as the operations resource functional manager; assisting in the administration of group executive support; and training reservist in the accomplishment of tasks. OR EDUCATION: Two full years of progressively higher-level graduate education leading to such a degree; or master's or equivalent graduate degree in education or a subject area related to the position to be filled. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. Knowledge of Aviation Resource Management System (ARMS) or equivalent system and other operations resource directives/instructions, policies, and procedures and skill and ability to operate ARMS and its system interfaces and to troubleshoot system problems. 2. Knowledge of aviation service eligibility directives, aircrew compliment and requirements. 3. Knowledge and experience in using personal computer (a variety of software and hardware, i.e., word processor, spread sheet, graphics) and computer security procedures. 4. Knowledge of pay and allowances. 5. Knowledge of and skill in the application of administrative policies, concepts, directives, and procedures and skill in applying analytical and evaluative techniques to the identification and resolution of unit issues. 6. Ability to effectively communicate verbally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
