Job description
Duties As a HEALTH SYSTEMS SPECIALIST, GS-0671-9, you will assist the Senior Health System Specialist in planning, controlling,conducting, and administering the operational and medical activities with direct responsibility for assigned programs, to train and evaluate traditional Aeromedical Evacuation Specialist proficiency and competency, and provide ground and fligh tinstruction for developing and upgrading the skills of traditional Aeromedical Evacuation Specialists. (1) Assists in planning, controlling, directing, organizing, and implementing all medicaladministrative, operational, training, and personnel activities designed to ensure medicalreadiness of the unit. This includes, recruiting, retention, resource management, qualityimprovement, mobility, status and adequacy of equipment, medical readiness, disasterpreparedness plans, deployments, exercises, security, safety, mass casualty, antiterrorism,logistics, War Readiness Material (WRM), medical aircrew standardization/evaluation,supply services, public information services, vehicle control, and initiating supplementsto existing regulations regarding unit requirements. Plays a key role in creating andexecuting unit policies. (2) Manages medical service personnel in planning, providing, and evaluating patient careactivities and related training programs, both on the aircraft and on the ground. Organizesand directs administrative and operational duties. Coordinates with the ExecutiveManagement Team and participates in managing medical and operational services.Maintains functional control of enlisted medical service personnel, ensures effective use ofmanpower, materiel, and money, and coordinates clinical activities with medical and baseagencies. Plans, directs, and implements AE procedures. Inspects activities andprocedures, interprets findings, and recommends/implements corrective action. Assiststhe Executive Management Team with developing, interpreting, and evaluating regulations,policies, and procedures. Oversees and participates in the implementation of continualquality improvement plans and programs. Collects and analyzes data and manages theunit's Quality Improvement/Risk Management program. (3) Reviews and determines medical care, as related to aeromedical evacuationprocedures, ensuring the highest level of care is provided. Conducts statistical analysisand identifies trends in core competencies, crew currencies, and proficiencies. Develops,consolidates, and compiles data, evaluates program effectiveness, prepares reports, andbriefs Executive Management team at Squadron, Group, and Wing level, as well as higherheadquarters. Recommends and implements actions and processes to enhance overallunit and personnel readiness, and/or to correct deficiencies in existing programs.Interprets directives and applies standards to various unrelated programs. Utilizing variousmethods and studies, evaluates command directed medical and flight programs andprovides information on their effectiveness and status. Directs activities by assuring thatwork and program goals are being met and are consistent with higher headquarterspolicies and requirements. Advises on impact of policy changes on unit missioncapabilities and operations. (4) Establishes and is responsible for on-the-job (OJT) training, the sustainment trainingprogram for enlisted personnel, proficiency training, and acts as trainer and certifyingofficial. Determines training needs, schedules personnel for appropriate training, andconducts follow-up review to ensure appropriate training has been accomplished.Maintains related records on training received. Closely monitors progress of personnel inupgrade training. Advises Health Systems Specialist when any trainee is approachingovertime training status and recommends corrective action(s) to be taken. (5) Performs as flight instructor/examiner to ensure operational readiness of medicalspecialists on actual and/or simulated aeromedical evacuation missions. Serves on theunit Review and Certification Board and conducts initial, re-qualification, and periodic flightstandardization/evaluation checks of assigned medical specialists. Serves as FlightInstructor for ground and flight training for initial upgrade as well as re-qualification training. (6) Manages, operates, maintains, interprets, and monitors the Air Force OperationsResource Management System (AFORMS) to ensure proper posting of training,requirements for training, effectiveness of the continuation training program, aircrewinformation at the squadron level. (7) Performs additional duties as assigned. Requirements Conditions of Employment Military Grades: E1-E6 Participation in direct deposit is mandatory. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license. CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Wear of the military uniform is MANDATORY. Qualifications This is an indefinite position, tenure 3, with a time limit determined by the needs of the agency. Any permanent military technician who is selected for this position will become tenure 3. The selectee will receive the same benefits and entitlements as the tenure 1 employee, but will be considered tenure 3 for purposes of reduction in force. If a permanent resource becomes available, incumbent may be converted to a permanent appointment without competition. NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. MILITARY MEMBERS WITH BONUSES: Upon acceptance of a military technician position military members who are currently receiving a military Reenlistment/Extension Bonus (REB) or GI Bill-SR Kicker may lose incentive eligibility and may be subject to termination or suspension of incentive (includes indefinite and temporary technicians on assignment for more than 180 days in any continuous 12-month period). GENERAL EXPERIENCE : An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. Experiences gained through military technical AFSC training schools (restricted to the one identified/allowed compatible AFSC) are included in the two year on-the-job experience. SPECIALIZED EXPERIENCE : Experience that prepares the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience requirements. An applicant must demonstrate the following specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for the ANG Public Health position. Must have at least 24 months of experiences in performing public health program work and managing public health activities. Experienced in functions such as, routine food safety and defense inspection; sanitary evaluations; communicable disease control and disease intervention; occupational health; force health management activities, PHA cell, medical entomology programs and public health medical readiness programs. Knowledge is mandatory of basic biological and physical sciences; preventive medicine; fundamentals of microbiology; chemistry; anatomy; physiology; and pathology of the human body; terminology; limited paraprofessional examinations; medical entomology programs; food science and technology; food handler training; food and water safety and defense principles; food inspection; laboratory procedures; sanitary evaluations; public facility sanitation; prevention and control of foodborne; water-borne; and vector-borne diseases; communicable disease prevention and control; epidemiology; occupational health (including hearing conservation); medical readiness (including medical intelligence, deployment processing, and deployment surveillance); personnel management and administration; medical service organization and function; basic medical information management (including database management) and written and oral communication. Must have a practical understanding or specialized competencies in regard to the Occupational Health and Safety Administration (OSHA), Air Force Occupational Safety and Health (AFOSH) mandated occupational health education and training programs, and the applicable Department of Defense Instructions (DODI). Working knowledge of the OSHA and AFOSH mandated occupational health medical surveillance program. Skilled in conducting the Bioenvironmental Engineering (BEE) Industrial Hygiene Surveys; and understands when to direct the employee occupational health medical exa
