Job description

Duties You will oversee the development of risk models, technology, equipment, and information management systems to enhance the effectiveness and efficiency of organization's emergency dispatch program. You will resolve critical emergency management situations that affect organization wide operations You will coordinate the acquisition of specialized emergency management equipment. You will assess emergency management processes, plans, standard operating procedures, or guidance for compliance with established emergency management directives, regulations, civil rights laws, and standards. You will create written policies in support of emergency management program requirements. Requirements Conditions of Employment Must be a US Citizen. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision. Qualifications For GS-12 - Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting EOC operations, including activation and/or command and control procedures, as well as EOC systems, equipment, and software; 2) Interpreting policies, procedures, and guidelines, to include federal, DoD, and/or Department of the Navy (DoN) EM policies; 3) Analyzing the effectiveness of training, exercises, and real-world incident response operations and implementing corresponding corrective actions or changes to policies, instructions, and SOPs; 4) Planning concepts and/or technical requirements for continuity of operations planning; and 5) Interpreting requirements for evacuation management and shelter-in place planning principles. NOTE: Your resume must support this information. For GS-11 - Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in developing and implementing installation policy, guidance, and procedures for the Emergency Management Program to include the Emergency Operations Center (EOC) in accordance with applicable directives/regulations; 2) Providing technical advice and guidance both internally and externally regarding all aspects of the emergency management program; 3) Coordinating the Emergency Management command and control function to maintain effective operation of the EOC; 4) Coordinating with the installation training team for exercise development, execution, and creation of effective after-action plans; 5) Analyzing and evaluating methods and techniques, developing alternatives, and presenting recommendations and conclusions for improving emergency response capabilities.
