Job description

Duties You will formulate budget and estimates to support plans, programs, and activities. You will plan, develop, coordinate and administer the budget and accounting functions associated with (Naval Construction Force) NCF Project Construction and (Detachment for Training) DFT/Exercise related OPTARs. You will serve as the primary assistant to the NCG 2 Financial Manager in developing OPTARs and maintain accountable records for these OPTARs. You will formulate budget and estimates to support plans, programs, and activities. You will provide information about, and interpret standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations. You will perform specialized work involving managerial or administrative work in connection with accounting systems. You will analyze and automate financial data to eliminate errors in quantity and cost of materials requisitioned. You will develop procedures for reconciliation of data between local/logistical and accounting automated databases. You will perform specialized work involving analytical, forecasting, and interpretive functions associated with the management and control of resources or funds. You will track and control funds for special programs; analytical or program work pertaining to payroll, cash control, or benefit systems. You will be responsible for a variety of other fiscal, accounting, or financial management duties. You will recommend changes to financial management processes/policies and NCF financial management policies affecting (TYCOM) policies. Requirements Conditions of Employment Must be a US Citizen. Males must be registered or exempt from Selective Service. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. May be required to successfully complete a probationary/trial period. This is a Financial Management Level (I) certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines. Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Qualifications In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Specialized experience must demonstrate the following: Experience providing solutions to correct problems to financial and program managers on complex accounting problems. Experience reviewing financial procedures, policies, and automation processes that impact financial reporting of automated systems such as Standard Accounting and Reporting System. Experience providing adequate internal controls that preclude over reporting of commitments, obligations and accounts payable and in transit balances. Experience preparing requests for allotment of funds and revisions for Project Construction support and travel funds. Experience determining the necessity of trips and funds availability, authorizing travel, assigns the proper line of accounting prior to authorization.
