Job description

Duties You will serve as an analyst, advisor, and consultant for the applicable Department Head and their Deputies, while conducting detailed analysis of several functions and work processes that include financial, contractual, and programmatic focus areas. You will have the specialized ability to correlate and coordinate information and facts into reports and records which are in accordance with established policies and procedures. You will develop guidance and procedures for organizational and program improvement as related to departmental administrative, schedule, and performance measures. You will prepare and implement planning objectives covering administrated aspects of the organization and other assigned areas. You will prepare both periodic and one-of-a-kind reports from information in various documents when this requires reading correspondence and reports to identify relevant items, and when decision are based on a familiarity with the issues involved. You will establish and maintain working relationships with internal and external stakeholders to coordinate cross departmental projects. You will manage the department's strategic operational schedule, including working with the multiple Program Manager's Representatives on a routine basis to obtain the latest ship construction schedule projections. You will prepare coordinated reports, presentations, and briefings in support of departmental actions. You will manage liaison activities between the Department, the Command's Front Office Leadership team and shipyard leadership to coordinate meetings and special discussions. You will routinely facilitate contact between NAVSEA warranting offices, SEA02/05 and 04Z and the appropriate Department Head. You will brief Department Heads and make recommendations based on findings. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must demonstrate at least three years of general experience that includes one year of experience equivalent to the next lower pay band, NH-01 (GS-04 Equivalent), in the federal service or equivalent experience in the private or public sector performing analysis of administrative programs, processes, or procedures to develop reports on performance measures, improvements, or requirements. General experience shows the ability to 1) analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) plan and organize work and; 3) communicate effectively orally and in writing. 0343 Classification Standards: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-2 broadband level encompasses positions equivalent to GS-05 and GS-11. Positions may or may not have a control point within bands. If the position has a control point; thus, the salary range for this position is capped at GS-11, step 05 which is currently equivalent to $82,226.
