Job description
Duties Manages the overall operational aspects of the GTC, to include long and short-range planning, and directing the operation, maintenance, repair, rehabilitation, and construction of all real property. Oversees all installation training center, facilities, utilities, buildings, structures, roads, ranges, water systems, disposal systems, sewage systems, bridges, communications, and electrical systems. Directs the development of regulations, procedures and operating instructions tailored to the specific needs of the training center. Ensures the continuous operational mobilization readiness of the training center and the operational ability on short notice to support state and federal agencies in support of national defense initiatives. Manages a variety of funds including program management of Range and Training Program (RTLP) funds and Integrated Training Area Management (ITAM) funds. Communicates and coordinates with the staff and various organizational headquarters on matters pertaining to supply and training support activities. Interacts with local media and handles sensitive public relations problems. Responds to congressional inquiries concerning legislation that has potential impact on current and future training center operations and training. Maintains direct dialogue with regional EPA representatives concerning pending legislation affecting current and future national defense initiatives at the training centers. Ensures required environmental documentation such as Installation Natural Resource Management Plans, Cultural Resource Management Plans, and historical holdings are current and available for public review. Primarily serves as a first-level supervisor. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Exercises significant responsibilities dealing with senior commanders, and staff officers of other units and organizations. Provides a work environment that is free from all forms of discrimination, harassment, and retaliation. Performs other duties as assigned. Requirements Conditions of Employment May be required to successfully complete a probationary period. Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission. Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position. The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement. Qualifications MILITARY REQUIREMENTS: MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion). Maximum Military Grade - Officer: CPT(O-3) Warrant Officer: CW3 (W-3) Minimum Military Grade - Officer: 2LT (O-1) Warrant Officer: WO1 (W-1) Officer - Branch 01A Warrant Officer - Branch 12, 13, 91 or 92 GENERAL EXPERIENCE: Must possess experience, education, and/or training which provided you with a general knowledge of principles of organization, management, and administration; and experience using computer and automation systems. GS-11 SPECIALIZED EXPERIENCE: Must possess 36 months of experience, education or training that provided the ability to develop and recommend policy; organize and carry out programs; evaluate and recommend changes in methods of operation; and prepare written communications and oral presentations. This specialized experience must also include the ability to manage a variety of funds and ensure funds are expended appropriately. SPECIALIZED SUPERVISORY EXPERIENCE: Must possess experience managing the function of the work to be performed that includes the ability to lead, direct and assign work of personnel. Education This job does not have a qualification requirement that allows substitution of education for specialized experience.
