Job description

Duties Manage the synchronization of all Homeland Defense Civil Support Office (HD/CSO) activities in support of operational, training and security requirements. Provide technical, administrative and managerial direction, guidance, and assistance to the functional directorates to assist the HD/CSO departments and HD/CSO Directorate in fulfilling mission requirements. Develop and recommend the framework for Homeland Defense Civil Support Office wide policies, programs and systems designed to increase efficiency and economy of Command functions and operations. Develop, analyze and evaluate plans, operations, programs, policies and procedures to ensure compliance to military operational standards. Design and conduct studies, identify potential problem areas and devise solutions. Develop and apply evaluative skills and determine future organizational impact on current operations. Support, guide and enable the Homeland Defense Civil Support Security Office to execute personnel and information security programs and responsibilities. Develop Homeland Defense Civil Support Office plans, and approve multi-year and longer plans developed by subordinate organizational units, and subsequently manage the overall work to enhance achievement of the goals and objectives. Produce, monitor, and refine Operation Orders (OPORD), Standard Operating Procedures (SOPs) and other documents required for the implementation of Emergency and Contingency Operations. Evaluate and analyze policies, instructions, and procedures reflecting operational needs for Continuity of Operations Plan (COOP). Remain informed of military, political-military, and technical developments within HD/CSO to conduct effective, time sensitive operations. Coordinate with the HD/CSO Directorate and primary staff's participation in strategic planning forums, councils, workgroups, and workshops. Develop presentations and positive recommendations on courses of action in developing plans to the HD/CSO Directorate to meet mission requirements. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work and assign work to subordinates. The position requires that the incumbent be able to obtain and maintain a Secret clearance. Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: 1.) management or supervisory experience over civilian and military personnel responsible for the synchronization of all Homeland Defense Civil Support Office (HD/CSO) activities in support of operational, training and security requirements, 2.) produces, monitors, and refines Operation Orders (OPORD), Standard Operating Procedures (SOPs) and other documents required for the implementation of Emergency and Contingency Operations, 3.) develops, analyzes and evaluates plans, operations, programs, policies and procedures to ensure compliance to military operational standards. 4.) must be able to communicate (written and orally) with senior leaders and staff at the O6/GS15 thru General Officer/SES levels on topics that are Strategic and are very complex. and 5.) will be required to have senior staff level skills at the two, three, and four-Star levels of Command. Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
