Job description

Duties Conducts complex studies covering military research and evaluation of the systems, weapons, organizations, doctrine and tactics of fire support systems for use by the army in the field against current and future gaps. Applies mathematical and statistical techniques in evaluating fire support capabilities at all echelons of employment Serves as a senior operations analyst with a focus on cost benefits analysis and technical authority for the interpretation and presentation of analytical findings and conclusions. Performs a broad range of cost-benefit studies in areas relating to Doctrine, Organization, Training, Materiel, Leader, Personnel, and Facility (DOTMLPF) requirements within the Department of Defense (DoD) and Army. Independently plans and accomplishes special studies/staff actions. Keep abreast of advances in state-of-the art technology and new methods by means of membership in professional organizations, attendance at professional conferences, and consultation with other analysts in the cost and benefit analysis community. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. Appointment to this position is subject to a three-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education AND experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Operations Research Analyst: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. You MUST submit a copy of your transcript with your application package, or you will be rated ineligible. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes the following: 1. Apply operations research, mathematics, and statistics sufficient to perform cost benefit analyses and support assigned programs. 2. Perform data mining of large raw data sets to create usable information to support analytical studies; 3. Utilize cost analyses methods, models and tools, as well as other statistical software tools, to support analytical studies and to integrate cost and benefit analyses; 4. Lead and organize studies of complex issues and problems to effectively plan, prepare, and support a range of economic analyses. 5. Present and/or communicate (written/oral) technical data to higher senior officials. This definition of specialized experience is typical of work performed at the next lower pay band or grade level position in the federal service (DB 02/GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone - no substitution of education for experience is permitted. The Fort covers more than 61,000 acres and is located in Pulaski County, bordering Waynesville/St. Robert and Interstate 44. St. Louis is a 2-hour drive east and Springfield is a 1-hour drive west of Fort Leonard Wood.
