Job description
Duties Provides advice and assistance to technicians, supervisors, and managers on identifying training needs, training opportunities, and sources of needed training. Provides guidance to supervisors in planning job-related career development activities for technicians. Advises technicians on self-development activities and explains eligibility requirements and regulatory requirements. Ensures that local course opportunities and resources are fully publicized. Conducts surveys of training needs, analyzes the information obtained, and submits recommendations. Assist in updating the state training plan. Monitors on-the-job training of employees by reviewing training reports submitted by supervisors and trainees. Ensures technicians and supervisors complete training evaluations. Analyzes training evaluations and makes recommendations on future schools and courses to meet training needs. Provides advice on technician training issues related to program requirements to successfully accomplish the state National Guard mission. Answers inquiries about available training and clarifies eligibility requirement and application procedures. Assists other units in planning and conducting in-house training and ensures proper training documentation is utilized for technician training credit. Assists supervisors in the development of Individual Development Plans. Performs other duties as assigned. Requirements Conditions of Employment If selected individual is in a Permanent status (Tenure 1 or 2) with the Missouri Army National Guard, that individual will retain their Permanent status. If selected individual is in an Indefinite status (Tenure 3) with the Missouri Army National Guard, that individual will retain their Indefinite status. If selected individual is not currently on-board, that individual will be Indefinite. Management has the right to convert this indefinite employment to permanent without re-advertising. Indefinite employment can be terminated with a 30 day notice. Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission. Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position. The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible. This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Qualifications MILITARY REQUIREMENTS: MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion). Maximum Military Grade - Officer: Capt (O-3) Enlisted: MSgt (E-7) Minimum Military Grade - Officer: 2d Lt (O-1) Enlisted: SrA (E-4) AFSC - 3F000, 3F0X1, 3F2X1 or 3F3X1 GENERAL EXPERIENCE : Must possess a validated understanding of the basic principles and concepts of the occupational series and grade that demonstrates skill in collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and skill in applying procedures and directives by reading and interpreting program material. GS-09 SPECIALIZED EXPERIENCE: Must possess 12 months of specialized experience that demonstrates thorough knowledge of and skill in applying fundamental military human resource management principles and practices; experiencing executing personnel programs and human resources information systems; a working knowledge of human resources specializations; knowledge of career development strategies and experience conducting surveys and evaluation on training programs. The specialized experience must demonstrate knowledge of the organizational structure and requirements to provide advice to commanders, unit administrators, and military members; and ability to communicate effectively both orally and in writing, with individuals, supervisors, and management.
