Public Health Program Supervisor - Data Modernization Support Team Office of Administration Description This is a professional supervisory position in which employees are experts in a specific public health related field. Employees administer national grants and represent the state as a subject matter expert on a national platform to inform program policy. At this level, employees develop programs to respond to legislative and government mandates, draft and propose changes to current programs, or identify program needs (e.g. immunization, drinking water programs) to a legislative body. Employees also coordinate work and processes of others carrying out activities related to one's area of expertise. This may include overseeing implementation of grants to ensure adherence to set policies and expectations.
Knowledge, skills & abilities: In addition to those identified in the previous levels: Knowledge of the programs and objectives of a state health agency. Ability to analyse and evaluate policies and operations and formulate recommendations.
Typical qualifications: Bachelor's degree and 6 or more years of relevant experience. (Substitutions may be allowed.)
Pay grade: G13 Specific Position Description The Missouri Department of Health and Senior Services (DHSS), Bureau of Data Modernization and Interoperability (BDMI) is seeking a Public Health Program (PHP) Supervisor to assist with training and support for the multiple electronic information systems. The PHP Supervisor will work full-me (40 hours per week, Monday-Friday 8 AM-5 PM), preferably onsite in the Jefferson City, Missouri DHSS office. Remote work may be considered, but the position will be required to report to the Jefferson City campus occasionally. This position will involve periods of frequent travel. This position will report to the SMWC Training/Support Manager.
Knowledge, skills, and abilities: Must be able to clearly communicate both verbally and in wring to diverse individuals with widely varying levels of technical skills. Must be able to represent the Missouri Department of Health and Senior Services to key stakeholders in a professional and respectful manner.
The initial focus for this position will be the ShowMe World Care (SMWC) implementation. SMWC is a comprehensive reportable conditions surveillance/registry, contact tracing, outbreak tracking, and case management system that will replace three current applications (WebSurv, EpiTrax, and EnvSurv). SMWC will be utilized by state and local public health agency staff.
Dues of this position include:

  • Supervising a team of 3 contracted staff.
  • Presenting second of material and assign with questions at live trainings throughout the State of Missouri for local public health agency, state agency, and data submitters.
  • Serving as the lead DHSS representative at onsite trainings.
  • Presenting seconds of material and assisting with questions during virtual trainings for end users as needed.
  • Developing a variety of training materials for live trainings, virtual trainings, posting on the DHSS website, and other situations as needed.
  • Creating, or collaborating with DHSS training staff to create, virtual training modules as needed.
  • Serving as the lead for manned office hours in a virtual format for end users to ask questions and receive assistance on use of systems.
  • Serving as the lead for shis on the help desk to support end users and data submitters. The help desk will be staffed during regular DHSS business hours of 8:00 AM - 5:00 PM Central Standard Time. The need for extended hours (e.g., evenings/nights, weekends, holidays) may occur and will be determined in collaboration with DHSS in the following situations:
    • For a period of me immediately following system implementation if a high volume of requests for assistance is received
    • If a public health emergency is declared o If an emerging disease appears in Missouri
  • Completing help desk activities including configuring accounts for new users, resending passwords, answering basic system questions, triaging more complex questions to subject matter experts, etc.
  • Preparing and maintaining help desk documentation under the guidance of the PHP Manager and the BDMI Interoperability Manager.
  • Providing additional training and support services as determined necessary based on DHSS assessments and end user feedback. Examples include frequently asked questions documents, live training sessions for individuals or small groups, hot topic sessions, and any other materials/services needed to improve the end user experience.
  • Assisting DHSS staff with developing reports and exports for end users.
  • Assisting DHSS staff with onboarding data submitters to the online reporting module.
  • Completing other training/support dues as assigned.
  • As the volume of work related to the ShowMe World Care implementation decreases, this position may assist other electronic information systems or assist with other Data Modernization Iniave projects.
