Job description

Duties Recognizes, isolates, and resolves specific and general problems relating to proper utilization of common transportation services. Selects modes of transportation and routing to obtain most efficient and economical service to the government in accordance with established policies and regulations. Assists in the development of budgetary and financial planning in the support of local traffic management programs. Assists in the management of the day to day budget associated with the commercial movement of equipment, supplies, and personnel. Reviews requirements and determines appropriate mode, class of travel, and authorizes routes for group and individual travel. Obtains domestic and export traffic releases for shipment of equipment for which the Military Traffic Management Command (MTMC) is assigned routing authority. Determines cost estimates and obligates available funds. Assists in the management of the DOD Carrier Performance Program. Participates in the development of procedures and studies on a variety of one-time movements, special cargo activities, and repetitive high volume operations. Maintains and submits necessary reports concerning the overall transportation operation. Responsible for the inspection of commercial carriers equipment before and after use. Files claims against carriers in the event of damaged shipments, shortages, and discrepancies. Receives requests for outbound Government Bills of Lading. Initiates and types documents for both foreign and domestic shipments. Arranges for commercial carriers and forwards paperwork to appropriate location for shipment. Initiates tracer action on military freight and processes Transportation Discrepancy Reports (TDR) covering inconsistencies incident to shipping. Performs other duties as assigned. Requirements Conditions of Employment May be required to successfully complete a probationary period. Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission. Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position. The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible. The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment. The work may require the employee to drive a motor vehicle and if so, an appropriate valid drivers license is required. United States Citizenship is required. Federal employment suitability as determined by a background investigation. Males born after 31 December 1959 must be registered for Selective Service. Participation in direct deposit is mandatory. Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established. Qualifications GS-07 SPECIALIZED EXPERIENCE : Must possess 1 year of specialized experience equivalent to at least the GS-06 grade level which demonstrates your ability to provide assistance on all matters relating to commercial movement of equipment, supplies and personnel; apply directives and regulations governing transportation of personnel, cargo or freight; verify legal entitlements or official authorizations for travel; and secure from carriers guides and timetables, information regarding schedules, fares, and availability of space accommodations. Education This job does not have a qualification requirement that allows substitution of education for specialized experience. A "certification" that is a written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date the certification is signed. 3. You may obtain a letter from the Department of Veterans Affairs reflecting your level of disability for preference eligibility by visiting a VA Regional Office, contacting a VA call center or online. NOTE: Prior to appointment, an agency will require the service member to provide a copy of the DD-214. If claiming 10 point preference, you will need to submit a Standard Form, SF-15, "Application for 10-point Veterans' Preference." This higher numeric value group is applied for those candidates who possess the type and quality of experience that substantially exceeds the minimum qualifications of the position, including all selective placement factors and appropriate numeric ranking factor(s) as determined by the job analysis and crediting plan. To be Highly-Qualified, the candidates are considered, by the Human Resources Specialist (Staffing), as highly proficient and fully competent to effectively perform all the job requirements and can successfully perform in the position almost immediately, or with a minimum amount of training and/or orientation. b. Well-Qualified: The numeric value group normally ranges from 80-89 points. This next lower numeric value group is used for those candidates that meet the minimum qualifications of the position and are proficient in most, but not all, of the requirements of the position. Candidates may require some training and/or orientation in order to satisfactorily perform the duties of the position. c. Qualified: The numeric value group normally ranges from 70-79 points. This lowest group is for those candidates who meet the minimum qualifications of the position and are proficient in some, but not all, of the requirements of the position. Candidates will require extensive training and/or orientation in order to satisfactorily perform the duties of the position.
