Experience and Skills Required-

  • JavaScript/CSS3/HTML5.

  • Microsoft .NET Core and C#.

  • Web Application Framework: MVC/MVVM/Razor/Blazor Architectural Patterns and Entity Framework.

  • Experience with various JavaScript libraries and responsive web design.

  • Experience with building and interacting with RESTful APIs (Web APIs).

  • Microsoft SQL Server, T-SQL, SSRS, stored procedures, functions, triggers, data modeling, entity relationships.

  • Microsoft Visual Studio 2022, Visual Studio Code.

  • Azure DevOps, GitHub.

  • Strong design, UI, and server-side skills.

  • Object oriented design patterns.

  • Agile/SCRUM development methodology.

    Experience and Skills Preferred

  • Be able to create a whole application -including gathering requirements, backend, database, front-end, and deployment- across development, staging, and production environments.

  • Gathering end user and business requirements.

  • Understanding of network and application security.

  • Excellent communication, interpersonal skills, and ability to maintain confidentiality is a must.

    Short Description:

    Client will be working on the modernization of Client data systems to provide for electronic application, enrollment, case management, and billing to serve Nevada's most vulnerable populations. This project is funded through the Client with the goal of modernization and integration of Client data systems to reduce barriers and improve access to services, streamline and create efficient workflows, reduce duplication in data entry and document collection, eliminate paper and manual processes, and improve data sharing across Client programs.

    An Application Developer is needed for full stack (user interface, code-behind, business logic, SQL) development for Client data systems. The Application Developer needs to specialize in developing scalable and efficient web-based application solutions with emphasis on incorporating application and network security. The resource needs to maintain detailed project plans and present status reports. They need to provide technical guidance and mentorship to junior team members.

    Scope of Work:

    The incumbent will work with the identified the IT Application Development team, programs, program leadership, project manager, and IT manager to evaluate and implement technical solutions to business needs.

    For the data modernization project, the incumbent will be responsible for the following tasks (not all inclusive):

  • Create public facing web applications that are scalable, efficient, maintainable, and user-friendly and developed with security in mind. The applications need to be implemented with front-end and back-end systems.

  • Architect database systems as needed by applications and develop functions and procedures as needed.

  • Create Application Programming Interfaces for interacting with created and existing systems. Create applications to interact with these interfaces along with Third Party interfaces.

  • Implement multi-factor Authentications on created and existing systems.

  • Create consumer and worker-based reports from various databases.

  • Assist project management team to convert Business Requirement Documents into Technical Specifications Document.

  • Participate and be a major contributor to in Dev meetings.

  • Create deliverable tasks from technical documents, write documentation in source code, data dictionaries, create testing scripts for QA, create user manuals, etc.

  • Create and maintain detailed project plans and present status report in meetings.

  • Work as member of the Dev Team, being a major contributor and assisting the Team lead in all projects.

  • Provide technical guidance and resource to the Dev team and help with knowledge transfers and project hand off.

  • Responsible to comply with all state and federal IT security standards (HIPAA, FERPA, etc.) and to immediately report any violations or breaches.
