Job description

SUMMARY:

Under the supervision of the Senior Director of Operations, the Clinical Director is responsible for overseeing clinical operations, staff management and regulatory compliance as a mental health care organization, as well as providing trauma informed direct clinical services to individuals and families who have experienced sexual violence. This position is for 32 hours per week with benefits.

ESSENTIAL DUTIES AND RESPONSIBILITIES

CLINICAL OVERSIGHT :
Conducting initial intake evaluations to gather patient information.
Assessing clients' emotional and mental health and needs for clinical services within the scope of practice of Signs of HOPE.
Developing treatment plans and guiding the treatment process.
Using trauma-informed evidence-based practices and interventions.
Using active listening skills to help clients feel heard, valued, and respected.
Teaching clients coping skills, and leading clients through therapeutic activities and psycho-educational exercises when beneficial.
Providing psychological and emotional support to clients.
Intervening with crisis response techniques and protocols when patients are in crisis.
Providing referrals for additional care or services when required, or when there is a higher level of care indicated.
Making referrals to other programs within SOH as appropriate (advocacy, RISE, case management, etc.)
Maintaining detailed confidential electronic records and adhering to HIPAA, ethical, and Medicaid requirements.
Providing training to students, trainees, and other staff as needed.
Participating in two hours of meetings with supervisor per month.
Understanding of mandated reporting requirements.
Conduct clinical trauma evaluations through the use of validated screening instruments, and clinical evaluations for SOH clients as needed.
Oversee triage program at Signs of HOPE, and train, coordinate and consult with other therapists who also provide triage services.
Assess clients for suitability and scope of practice for triage program.
Reviewing and responding to requests for records, and treatment summary letters from legal entities such as courts, attorneys, or law enforcement, or other government agencies.
Reviewing and responding to requests for letters of support for immigration (VAWA, refugee, and U visa) and court cases for SOH clients.

SUPERVISORY RESPONSIBILITIES:
Provide supervision and consultation to all mental health clinical and administrative staff specifically responsible for the ongoing supervision and direction of mental health practitioners, including full time staff, contractors, and trainees.
Recruit, hire, and evaluate the performance of clinical and administrative staff in the counseling center.
Establish work schedules and assignments for staff, according to workload, space, and equipment availability.
Develop psychoeducational material for use with SOH clients.
Administer fiscal operations, such as planning budgets, authorizing expenditures and coordinating financial reporting.
Maintain current inventory of office supplies, therapy supplies and group materials for the counseling center.
Submit accounting reports, contractor invoices, credit card reconciliation reports, and department budget reports on a monthly basis.
Maintain detailed, confidential electronic health records, ensuring adherence to HIPAA, ethical guidelines and Medicaid requirements.
Ensure all clinical documentation is accurate, complete, and submitted in a timely manner, by conducting quarterly internal audits.
Assist the leadership team of SOH in the development of agency policies and procedures which are relevant to clinical issues.
Oversee compliance with mandated reporting requirements.
Oversee compliance with licensing requirements for staff that is supervised.
Provide supervision, training, and mentorship to clinical staff, students, and trainees.
Ensure that trainees and full-time counseling center staff are trained in Advocate University modules and comply with agency requirements.
Conduct regular team meetings and case consultations to ensure high standards of care.
Oversee the administration of the counseling center's waitlist and outside referral services.
Foster a collaborative and supportive work environment.
Participate in leadership meetings and all staff meetings.
Prepare grant reports on a quarterly basis and collect qualitative and quantitative grant data for audits as necessary.
Act as main supervisor for graduate and bachelor level trainee students from various university programs.
Interview, recruit, and train clinical and administrative staff as needed and practicum students on a recurrent basis.
Comply with university requirements regarding practicum evaluations, reporting, and time approval and management.
Provide opportunities for mentorship, developmental clinical training and instruction, by providing one on one coaching and didactic seminars, supervision sessions, and educational support of practicum students in the counseling center.
Act as a representative of Signs of HOPE to the agency as requested, principally in discussion with other agencies or community groups as to the role of the Counseling Center at Signs of HOPE and the nature of treatment programs offered.
Oversee the administration of the Signs of HOPE groups program and participate in conducting or delegating orientation session duties that orient new clients to services offered at SOH.
Respond to complaints or grievances that clients may have in the counseling center, or in relation to working with SOH staff.
Coordinate with other leaders and staff at SOH from other programs (RISE, Advocacy, or Prevention and Education) to refer for services and collaborate care for SOH clients.
Participate and provide training and/or programming for SOH staff retreats, leadership retreats, and/or Advocate University Modules as requested.
Respond to crisis emergencies or safety concerns that occur at Signs of HOPE and assess for imminent risk.
Provide confidential triage emotional support sessions to SOH staff needing to debrief after a difficult encounter, to help mitigate the risk of vicarious traumatization.

QUALITY ASSURANCE AND IMPROVEMENT:
Participate in the development and implementation of clinical policies and procedures.
Oversee that SOH Counseling Center is in compliance with best practices, professional standards, and requirements as per Medicaid and Victims of Crime programs.
Monitor and evaluate the effectiveness of clinical services, making recommendations for improvements.
Ensure the center's practices align with current best practices in trauma-informed care.
As a trauma-informed supervisor, monitor and support the existing staff who may be at risk for vicarious traumatization, and advocate for policies and procedures that are following best practices of trauma-informed, survivor-centered practices, as required by SAMHSA and the CDC.
Engage in continuous professional development to stay current with the latest research and best practices in trauma-informed care and mental health counseling.
Coordinate team building, training, and self-care opportunities for direct reports.
Act as agency HIPPA compliance and security officer.
Identify trends, needs of clients and therapists, and evaluation of counseling services for continuous improvement.
