Position Overview STI-TEC is seeking Joint Center for Electromagnetic Readiness (JCER) Advisory and Assistance Services (A&AS) support to accomplish Joint Electromagnetic Spectrum Operations (JEMSO) readiness evaluations of service deployment certification events, or prerequisite training considered critical and mandatory prior to deployment to support a Combatant Command (CCMD). Support includes research on electromagnetic spectrum (EMS) issues, obtain relevant DOD documents, conduct studies and report the results thereof, analyze options, and develop specified documentation to assist with effectively and efficiently carrying out the JCER mission. Assist with applying scientific methods and techniques, evaluation planning, coordinating specifications related to computer software use cases and software demonstrations, operations research and systems analysis, program management expertise, and an understanding of multi-Service and Joint doctrine and tactics, techniques, and procedures (TTP) to address the JCER focus areas. Essential Job Function Create, maintain, and preserve the organization's official record management program; Identify and maintain essential records which provide for a continuous set of records reflecting the organization's functions, policies, procedures, operations, and other actions of the Command having historical, legal, research, or public interest value Assists and works closely with software developers, information managers, data managers, and knowledge managers as part of the knowledge management team to ensure that the entire knowledge management program is successful, and policies are adhered to Creating and maintaining a records management (RM) program to include retaining records, in any medium, until they are eligible for destruction per Chairman, Joint Chiefs of Staff Manual (CJCSM) 5760.01A, Volume (Vol.) II, Disposition Schedule; Managing a RM program at multiple classifications levels including developing policies, ensuring procedures are executed per federal statutes and regulations, and providing assistance and guidance for all aspects of RM; Ensuring organizational records are protected from mutilation, alienation, or unauthorized disposition (i.e., destruction), in all media formats Providing guidance for records collection and retention in mobilization planning and crisis action procedures; Providing guidance to ensure RM annexes are included in appropriate operations plans, operations orders, and concept plans; Providing guidance on record keeping requirements for automated information systems during development/design and prior to implementation; Ensuring office personnel properly maintain official records, preserve valuable records, and disposes of temporary records as appropriate; Ensuring active paper/hard copy files are safe from environmental dangers (water, fire, insects, etc.) with appropriate temperature and humidity controls; and Ensuring active and inactive audiovisual records on electronic storage devices (Compact Discs, Digital Video Discs, Floppy Discs, external hard drives, etc.) are physically stored apart from paper files with the appropriate temperature and humidity controls. Qualifications Minimum Qualifications At least five (5) years of demonstrated relevant experience. United States citizen TS security clearance with eligibility for SCI, SAP, and SAR accesses. An Interim TS may be acceptable with approval from the JCER Director.
