Job description

Duties Serves as the squadron ISSM. Manages cybersecurity team to performs studies and establish plan of action for improving the efficiency of information technology applications. Plans, organizes, and directs the activities of the 805 CTS Cyber Security and Project Management Section to ensure compliance with legal and regulatory requirements and meet customer needs. Represents the organization at conferences/meetings and presents briefings. Serves as a senior technical advisor to management and functional users. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. The employee must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. This is a drug testing designate position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing. Information Assurance (IA) Certification is a condition of employment. (IA) work is a paramount duty requirement, the incumbent of this position must achieve the appropriate IA certification within two months of assignment of these duties. (CONT) Position requires DoD IAM Level II or higher baseline certification (CAP, GSLC, CISM, CISSP). Failure to receive the proper IA certification may result in removal from this position. Qualifications In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes Specialized experience includes applying IT application software design principles, methodologies, and approaches used in developing, coding, testing, debugging, and maintaining applications software that support functional requirements, utilizing software programming logic, design, programming languages sufficient to analyze hardware and software requirements of assigned projects and to develop new or modified applications software programs, and applying f methods, techniques, and processes for the integration and optimization of system components, infrastructure requirements, database management features, and test and evaluation methods sufficient to design, code, test, and debug large and complex programs and provide technical guidance to others in designing, coding, testing, debugging, and maintaining programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. This position includes information assurance (IA) work as a paramount duty requirement; therefore, having a knowledge of DoD -M, and other IA policies and laws is required. 2. Knowledge of systems integration methods, performance tuning methods, test and evaluation methods and procedures, IT security principles and methods, and project management principles and methods sufficient to plan and coordinate the installation of new products or equipment. 3. Knowledge of safety, security, personnel management, Military Equal Opportunity (MEO) and EEO regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise IT products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. 5. Knowledge of the latest advancements in technology to initiate corrective or preventative action to ensure optimum performance of the system. Knowledge of new or revised policies, practices, and technical management guidelines to provide advisory services, consultation, and technical assistance. 6. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
