Job description

ASRC Federal System Solutions (AFSS) requires a part-time, on-call engineer to serve as an Independent Review Team (IRT) member for the Rocket Systems Launch Program Mission Assurance (RSLP MA) team at Kirtland AFB in Albuquerque NM. The primary responsibility of this position is to act as a subject matter expert in the independent evaluation of the Mission Assurance work being accomplished by the RSLP MA team for Mission Assurance (MA) Category 2 Task Orders. AFSS supports the US Space Force (USSF), Space Systems Command (SSC), Assured Access to Space Small Launch and Targets Division Operations Manager (SSC/AAMXO). It is anticipated that this position will require support for up to 100 hours per year. Responsibilities: The IRT member shall support technical meetings at SAIC in San Bernardino, CA, Northrop Grumman Corporation (NG) in Chandler AZ, and other locations for Technical Interchange Meetings (TIM) and Reviews. The AFSS Program Manager will notify the IRT member which meetings to attend. The IRT member shall participate in and support the AFSS Independent Readiness Reviews (IRRs) which occur in advance of Flight Readiness Reviews (FRRs) for RSLP MA Task Orders. The IRT member shall review any material supplied by the Task Order Project Engineer (PE). The IRT member shall participate in IRR's and provide written and verbal feedback to the PE on the adequacy of the IV&V work presented to the IRT. The IRT member shall provide written comments as requested, in a timely manner, on any technical material provided - email format is acceptable for this. The reports should be delivered to the AFSS PE. The IRT member may interface with the Launch Services Contractor (LSC), as well as government personnel participating on the program. However, the primary interface/coordination/effort direction shall be with the AFSS PE. The IRT member shall provide support to launch readiness, launch campaign and post-flight reviews per direction of the AFSS PE. This may include technical support at the AFSS Pre-Independent Readiness Review (P-IRR) and the Independent Readiness Review (IRR) at the SAIC facility in San Bernardino, CA. It may also include support to a LSC Mission Design Review (MDR) and a Pre-ship Readiness Review (PSRR) at the LSC's facility. The IRT member shall provide technical support to the review of launch campaign issues (as requested) and post-flight documentation. The AFSS PE will identify which meetings to support. Requirements: Must be familiar with all subsystem elements of launch systems, including avionics, structures, software, GN&C, fluid mechanics, propulsion, and ground systems. Must be familiar with Mission Assurance tasks required to be accomplished for USSF SSC missions. Must have strong communication and presentation skills and demonstrated ability to work with contractor and government counterparts. Education/Experience: Bachelor of Science degree, preferably in an engineering science. 20 years or more experience with launch system design, development, and deployment is required. Experience with providing Mission Assurance to government organizations is required. Program management and/or project management experience is required. Familiarity with RSLP MA IV&V activities, and responsibilities of RSLP MA Project Engineers desired. Must have experience working with the DoD. Experience working with NASA or MDA is a plus. Active Secret Clearance is required.
