The Program Analyst I position provides direct support to the Federal Personnel Security Department (PSD) and the Team in the management of the Clearance Action Tracking System (CATS) database to ensure operational procedures and day-to-day functions are met and maintain compliance with procedural requirements. The Program Analyst position provides for the production of report development and submission, data collection and analysis, database development and administration of numerous management information systems, managing and monitoring the Security Investigation Budget program as well as providing expertise and coordination for technical support to OPFCC. Performs analytical work to include program analysis, data analysis, budget formulation and execution, budget analysis, program assessment and process improvement. In addition, the position shall provide expertise to assist Clearance Action Tracking System (CATS) users. CATS is currently supporting all DOE Cognizant Program Security Offices (CPSO's) and selected program offices. The Program Analyst will coordinate with Section Lead daily and weekly workload, timelines, and projected process of completion of all projects. Analyst plans, develops, tests, and documents computer programs. Analyzes and critiques computer programs and systems and develops new programs. Writes programs according to specifications of Software Engineers, Systems Analysts, or other computer scientists. Corrects program errors by modifying program or altering sequence of program steps. Performs work under direct supervision. Handles basic issues and problems and refers more complex issues to higher-level staff. Typically requires BA and 0-2 years. Responsibilities Interact directly with PSD management, NNSA Site Offices and NNSA and DOE Headquarters representatives with exceptional customer service and communication skills.
Provides technical telephonic support for CATS users for all DOE CPSO's.
Provides direct support to the Federal PSD and Contact management, Incorporated in the management of the CATS database to ensure operational procedures and day-to-day functions are met and maintain compliance with procedural requirements.
Provides expertise to maintain multi-level tracking databases (Microsoft Access) for monitoring investigation actions and site compliance with the DOE access authorization investigation and reinvestigation program.
Provides expertise in administering, maintaining, and developing Inter-office and Intra-office management information systems which include DOE NNSA database programs.
Write and generate database queries to support report requirements as prescribed by PSD management.
Design and maintain in-house databases as required.
Provide weekly, monthly, quarterly, and yearly statistical reports in support of PSD and statistical reports as requested to support PSD management, processing, and survey activities.
Responsible for data transfer from NNSA DOE Headquarter database to local database environments using SQL programming language.
Assist with development, planning, implementation, and operation of the next generation PSD management information system, including process and workflow analysis, work breakdown analysis, and user requirement documentation.
Utilize DOE databases and information systems data to identify current fiscal year reinvestigation requirements.
Produce annual 5-year budget crosscut investigation projects for NNSA sites.
Report to headquarters and local budget office on projected investigative funding requirements.
Work directly with NNSA site offices to forecast investigation budget activities.
Monitor investigative funding expenditures for NNSA sites.
Review investigative accounting information for accuracy and prepare billing invoices for signature.
Prepare clear and concise written communications and make oral presentations.
Provide customer service to PSD federal and contract management, NNSA Site Offices and NNSA and DOE Headquarters representatives.
Analyzes and implements process improvements. Criteria for Review: Ability to manage all duties with competence.
Ability to meet the timely performance of work and deliverables per Federal requirements and ensures quality standards as described in the PSD standard operating procedures are met and completed within scope.
Ability to keep all required documentation and to brief management and customers in a knowledgeable manner.
Ability to interact with various employees of varying experience.
Demonstrated ability to plan and coordinate independent work requiring judgment, initiative, and experience. Qualifications Undergraduate degree or equivalent experience.
Minimum of three years' experience with database report generating software and programs in a large business environment.
Minimum of two years experience with report writing and analyzing data with budget experience and knowledge of standard accounting and bookkeeping practices and techniques.
Requires strong analytical experience and problem-solving skills. Demonstrated knowledge in the following areas: good verbal and presentation skills at the professional level, communication, effective writing techniques and computer skills.
Experience and training in Microsoft Office 365, including Microsoft Access and Sequel Server Management Studio.
Experience with statistical analysis methodologies and software.
Knowledge of NNSA Service Center accounting and financial/budget systems and databases.
Working knowledge of the DOE NNSA Personnel Security Program, department procedures, work processes, and databases.
