OPEN: 7 Nov 2024 CLOSES: 21 Nov 2024 Air Force Nuclear Weapons Center (AFNWC) is currently seeking a full-time Protocol Specialist ( M ) to work as a Protocol Officer at Air Force Materiel Command (AFMC) in the Air Force Nuclear Weapons Center (AFNWC), Director of Staff (DS) at Kirtland AFB in Albuquerque, NM. This position is an NH-0301-03, which has a typical 2024 salary range of $87,878 - $135,851 (locality pay included). Recruitment incentives and or relocation costs might be offered upon review of qualifications, and other significant factors. This position is not eligible for remote or full time telework; local commute is required due to the nature of the mission; situational based agreements can be requested. The primary purpose of this position is to serve as the advisor on all protocol activities for the Nuclear Weapons Center (and Nuclear Systems Center when designated) . And to plan, manage, coordinate, advise, execute and train on matters pertaining to Protocol. To serve as event planner and/or advise assigned project officers for visits by distinguished visitors and groups to include special purpose meetings and conferences, presentations and various ceremonies, including awards ceremonies and changes of command. To ascertain use of appropriate protocol funds for visits, events and/or ceremonies. DUTIES: Develops, issues, and maintains local directives, guidelines procedures and event support plans relating to protocol requirements and implements AF and MAJCOM policies and procedures for Protocol. Plans, formulates, manages, advises, coordinates, directs, administers and executes protocol activities. including: changes of command, conferences, executive level meetings, retirements, promotions, commander's calls, visits by distinguished official guests and groups, special presentations and awards programs, special ceremonies, special purpose conferences Coordinates appropriate honors accorded to distinguished visitors. Arrangements for certain visits by foreign officials must be handled with the utmost discretion due to the sensitive nature of the subject matter involved and international diplomatic implications. Ascertains visit requirements and objectives so both visitor(s) and Top Five's protocol expectations are met or exceeded. Coordinates with other support offices (host wing protocol, security, transportation, Airfield Ops, caterers, lodging, etc.) to ensure smooth travel. Attends functions and monitors activities on behalf of the Protocol Office; briefs Commander, Command Chief, Deputy Commander, Executive Director and Staff Directorates on special functions/events, providing written materials as required on items to be requested and approved. Tracks, builds, and briefs DV Visit slides for/at Commander's Staff Meetings. Creates and builds conference/visit registration pages that allows for precise consolidation of registration data to ensure enough logistics (lodging, meals/beverages, transportation, seating, parking) is programmed and available. Verbally and in writing, accurately communicates information to command staff, internal/external OPRs, supervisor, co-workers and internal/external customers. Determines funding requirements for protocol events. Maintains knowledge of pertinent budgeting and accounting practices to project, monitor and document protocol funds requests and expenditures. Requests funds from a variety of sources. Maintains organizational funding, official representation funding and solicits special morale, welfare, and recreation funding when appropriate. Ensures all budgets are submitted timely and defends the requirements. Assures accurate budgets are submitted, that requests for expenditures are fully justified and funds are properly used, accounted for, and all required documentation is complete and accurate. REQUIREMENTS FOR THE POSITION: U.S. CITIZENSHIP and SECRET Clearance Comprehensive knowledge of KAFB and its tenant organizational structure, functions, policies, and operations, etc., to ensure programs planned for visitors to KAFB are accurate, comprehensive, informative, and are conducted within acceptable parameters in accordance with 377 ABW and AFMC policies. Comprehensive knowledge of organizational components, including the function/location/organizational structure and activities of the center and its various directorates, HQ AFMC and its other subordinate units, major commands, DAF, executive and legislative liaison offices to determine types of programs appropriate for presentation to visitors from those organizations and the level of protocol courtesies to be accorded them based on rank, precedence, and significance to the mission. Comprehensive knowledge of proper civilian and military protocol courtesies to be accorded to visitors from both the United States and foreign governments that contributes to the ability to research special protocols and visiting requirements of foreign and U.S. dignitaries (etiquette manuals and guides, DAF/AFMC policies, regulations and procedures). Knowledge of protocol-related budgeting and accounting practices to project, monitor and document collections and expenditures. Ability to communicate both verbally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy; achieve stated positions; or to make an adequate case for a particular strategy which may or may not be readily accepted but is the best solution to achieve overall mission goals.
