Job description

Duties Plans, organizes, and oversees the activities of the Division. Exercises supervisory personnel management responsibilities. As the DRU Program Manager in the assigned area, directs a broad range of portfolio projects through various phases, from development through implementation; to include project planning, programming, budgeting, and scheduling. Applies expert planning and programming analytical knowledge to develop solutions and review proposed solutions to address test infrastructure requirements. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing. This is a Centrally Managed Position in the Operations Career Field. "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major Operational Test and Evaluation (OT&E) operations in support of the organization PPBS process, acquisition, contracting, or similar operations; extensive knowledge of agency planning, programming, budgeting, and execution system actions; services requirements process; systems modification and acquisition programs; science and technology; programming actions; manpower and organization; contracting; financial management; policy, doctrine, mission area plans, force structure, and Operational Test and Evaluation (OT&E); skill in designing and conducting comprehensive studies and preparing solutions to especially broad, important, and severe problems/issues of effectiveness and efficiency of work operations in support of major command missions associated with military operational and contingency areas; ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established requirements, concepts and procedures; skill to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships; and ability to plan, organize, and direct the functions and staff of the organization; including ability to effectively apply agency safety, security, and personnel regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
