Applications to be submitted by September 23, 2024 Compensation Grade: P20 Compensation Details: Minimum: $70,795.00 - Maximum: $70,795.00 Annually Department (OHEHR) AI - Bureau Of HIV/AIDS Epidemiology Job Description: Responsibilities The Evaluation Specialist II will coordinate disease surveillance and laboratory data quality activities, contributing to the evaluation of HIV/AIDS reports submitted by commercial and public health laboratories to the New York State Department of Health. The incumbent will: evaluate and monitor HIV laboratory reporting to ensure complete, accurate and timely reporting; maintain, modify, and develop analytic code to evaluate laboratory data; review laboratory reports, identify deficiencies in the data, and follow-up with laboratories; coordinate activities related to the public health reporting approval process and recruitment of newly permitted laboratories; provide technical assistance to labs on the New York State rules and regulations for reporting. The incumbent will perform data analysis, develop narratives, descriptive statistics and summarize findings, and provide technical assistance to other research projects; contribute to research publications and presentations for the Bureau. Other related duties as assigned. This position will be part of the Laboratory Analysis Follow-up Team within the Bureau of HIV/AIDS Epidemiology (BHAE) aiding in the AIDS Institute's mission to end epidemics, fight stigma, and promote health for all New Yorkers. BHAE conducts routine HIV and AIDS surveillance, innovative surveillance projects, and special HIV/AIDS epidemiologic research, including behavioral surveillance of persons at risk for HIV and interview studies of persons receiving medical care for HIV. Minimum Qualifications Bachelor's degree in a related field and two years of experience in the evaluation and/or analysis of health, human services or related programs and/or fields; OR an Associate's degree in a related field and four years of such experience; OR six years of such experience. A Master's degree in a related field may substitute for one year of such experience. Preferred Qualifications Experience in public health surveillance and/or HIV/AIDS surveillance and working with confidential data; experience with analysis using epidemiological principles and methodologies; experience with Microsoft Excel and SAS or other statistical software packages; experience with large, population-based, and other health-related data sets (e.g., SPARCS, ECLRS) or disease registries. Conditions of Employment Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required. Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position. Travel, up to 25% of the time, will be required. This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.
