General Information - University Human Resources

The City University of New York (CUNY), University Human Resources, University Payroll is responsible for developing and implementing University Human Resources guidance, standards, rules, and regulations. University Human Resources enforces federal, state, and local employment laws and mandates to ensure compliance with the Board of Trustees Policies and procedures regarding employment, including affirmative action and equal opportunity employment. University Human Resources operates a shared university service which includes benefits, payroll, workers compensation, advisory services, and programmatic leadership. University Human Resources services approximately 40,000 full and part time employees through the University.

General Information - University Payroll

University Payroll ensures all employees, approximately 40,000 are paid accurately, on time, and are provided with the highest level of customer service while adhering to CUNY and regulatory policies and guidelines. University Payroll manages Payroll operations for the Senior Colleges and the Community Colleges, both of which have unique policies and practices. University Payroll are the liaisons and partner between the campus Payroll teams and the New York Office of the State Comptroller and the New York City Financial Information Services Agency and Office of Payroll Administration.

University Payroll independently implements and manages unique and complicated personnel and human resources rules, regulations, and programs with discretion and independence to complete necessary job duties.

University Payroll sets and formulates Payroll specific policy and is significantly engaged in the administration of Payroll provisions of Collective Bargaining Agreements demonstrating discretion and independence.

Minimum Qualifications

Bachelor's Degree

Preferred Qualifications

1. Working knowledge of federal, state and city laws and regulations impacting payroll operations.

2. Knowledge of CUNY titles, classification systems, and coding structures in either NYC or NYS payroll systems.

3. Strong analytical, evaluative, technical, and research skills to work with various information systems to audit payroll and create reports

4. Experience creating and running queries in NYS OSC PSQuery systems (PeopleSoft) and NYC CHRMS query system.

5. Proficiency using computers and standard office applications, especially MS Excel, Access, Word, and PeopleSoft programs.

6. High degree of professionalism and personal integrity to maintain confidentiality.

7. Detail-oriented, self-directed, and motivated with the ability to work effectively and collaboratively in a team setting with diverse staff of all levels.

8. Strong organizational skills with the ability to manage multiple assignments and conflicting priorities and meet strict deadlines in a dynamic and demanding customer-focused environment.

Tasks, Responsibilities, and Duties

In a confidential and independent capacity and in direct support of the Higher Education Officer and the Associate Higher Education Officer of University Payroll who formulate, develop, and implement policy and are responsible for the administration of Payroll specific provisions of Collective Bargaining Agreements, the University Payroll Coordinator is assigned the following non exhaustive list of job tasks, responsibilities, and duties:

1. Using independent discretion, employee must prioritize and structure workload to timely transmit and audit relevant data submitted from different entities throughout the University. Must consistently apply policy and administer applicable Collective Bargaining provisions when transmitting and auditing data.
