Job description

Duties You will be the liaison between NNSY and other agencies on all matters relating to the Purchase Card Program. You will be responsible for issuing and cancelling purchase cards. You will work closely with the issuing bank when establishing new accounts, terminating old accounts, transferring Cardholders, and overriding vender Standard Industrial Classification (SIC) codes, etc. You will establish and maintain appropriate data to support random audits of Purchase Card transactions by the Internal Review Office (Code 100PI), Naval Audit Service, NAVSEA Inspector General (IG), and the issuing bank (if necessary). You will develop, implement, and administer the training plan for all Purchase Card Program participants (Cardholder, Approving Official, and Requirements Officials) in accordance with existing policies and procedures. You will maintain an in-house database of all Cardholder, Approving Officials (AOs), and a database detailing the transactions and statistical data. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. This is a bargaining unit position. You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift. Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs. Qualifications GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience conducting studies/research/trend analysis/program assessment/quality assurance. Experience communicating effectively across various levels of personnel from trade persons to technicians to higher leadership. Experience interpreting financial regulations and policies. Experience managing purchasing/financial requirements for a department or area. Experiencewith writing/editing practices and proper attention to detail Experience understanding core material and supply principles, as well as DOD specific supply and material policies, procedures, regulations. GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience interpreting Government Commercial Purchase Card regulations and policies. Experience applying policies and procedures pertaining to Purchase Card functions and process procurement/contracting purchase knowledge. Experience assembling, correlating and analyzing data, drawing conclusions and making comparisons when evaluating data. Experience in all aspects of Project Management. Experience applying education and training principles, techniques, and practices Experience utilizing all Shipyard Management Information Systems (MIS) software relative to the Purchase Card Program, the Vendor Payment System (i.e., Material Management (MM) system; Material Disbursement (MD systems; Job Order Cost Accounting system, and the issuing bank systems.
