Overview:
Practices and promotes the agency's mission statement in every interaction. Directs the day-to-day operations of the Citizens Residential Program to ensure compliance with Federal and New York State regulations, agency policy and procedures, the employee handbook, and the agency and program training requirements. Responsible for ensuring that the people Citizens support are active participants in their daily lives.

Responsibilities:
Primary duties and responsibilities include but not limited to:

Practices and promotes the agency's mission statement in every interaction.Through family and community engagement, Citizens supports people to live the lives they choose.

Adheres to and ensures the adherence of all residential staff to Federal and New York State regulations, agency policy and procedures, the employee handbook, and the agency and program training requirements.

Provides direct supervision to Citizens administrative staff so that all federal, state, and agency regulations, policies, and procedures are adhered to and that the people Citizens supports are active participants fully in their daily lives.

Reports to the Justice Center as a mandated reporter if there is reasonable cause to suspect abuse or neglect and ensures all residential staff follows all agency incident policies and procedures.

Communicate with staff at all levels through regularly scheduled meetings so that residential staff remains knowledgeable of regulations, policies, and new agency information.

Ensures that the program maintains adequate staffing to operate effectively and that the minimum amount of overtime needed is utilized.

Develop program policies and procedures that direct residential staff to perform their job responsibilities while adhering to federal, state, and agency regulations and maintaining a high quality of life.

Serves as a committee member of agency-wide committees as requested (i.e., Human Rights Committee, Incident Review Committee, COMPASS Committee, Safety Committee, etc.) so that information pertaining to the residential program is provided and new initiatives are shared with residential staff.

Visits residential sites to ensure that staff is supporting people in living the life they choose and meets with residential staff to ensure that feedback on the program is obtained, questions are answered, issues are resolved, and information is communicated to all program staff.

Provides direct supervision to the Administrative Assistant so that support services meet the program's needs.

Respond to emergencies in residential sites so that direction can be provided to assist and resolve issues/concerns in a timely manner.

Works closely with the Vice President of Operations on further growth of the Citizen's residential program, including new developments for those aging out of children's residential programs and acquisition of other agencies as they become available.

Meets with architect and agency staff for all renovations to existing homes to ensure the design meets the needs of the people we support.

Meets regularly with the Vice President of Operations to brainstorm ideas for addressing existing issues and share information regarding the residential program.

Attends family and house meetings to establish relationships with staff and families and to ensure that agency information is shared.

Resolve grievances related to the workforce (for example, discipline and terminations).

Perform other responsibilities as requested by the Vice President, Chief Operating Officer, and Chief Executive Officer.

This position requires varied work times, including evenings and weekends, based on the needs of the people Citizens support.

This position also requires regular and substantial unsupervised or unrestricted physical contact with people receiving services and, therefore, is subject to successfully completing a fingerprint/criminal background check.

Ensures that work-related safety procedures are in place and are being adhered to by staff. Any unsafe act or potentially hazardous work environment must be immediately reported to the supervisor and/or safety committee.

Qualifications:
Bachelor's degree in human services required; Master's preferred.

A minimum of ten (10) years of experience in the human services field and five (5) years of supervisory experience are required.
