Strategic Analyst (G5) Minimum Qualifications Summary Certification & Education Must possess a Bachelors' degree, master's degree preferred. Experience Required Graduate of one or more of the following formal courses of instruction: U.S. Military Intermediate Level School equivalent, U.S. Military Top Level School, Equivalent, and Joint PME Level II. Minimum of 3 years' experience serving in a senior Marine Corps or Joint staff position. Must have knowledge of Marine Corps Planning Process, Joint Planning Process, or equivalent military planning process. Must possess understanding of U.S. Special Operations roles, missions, organization, and capabilities. Must have experience developing component level or higher strategy or doctrine. Possess a working knowledge of MARSOC organization, structure, and mission. Possess a working knowledge of MARSOC future force capability requirements development. Experience serving within MARSOC or other Special Operations Forces component. Ability to function as the contract site lead performing contractor administrative oversite and management of contract team in coordination with the government lead and COR. Understanding of Congressional law, executive orders, and defense directives, and regulations, policies, programs, procedures, and issues concerning major strategic reviews and objectives. Mastery of policy, guidance, and current issues necessary to develop recommendations related to USMC and USSOCOM strategic planning. Joint Qualified Officer Preferred. TOP SECRET/SCI clearance required. Job Objective The overall objective is to provide the AC/S G-5, and by extension COMMARSOC, with a dedicated and focused effort to develop potential futures for the organization based on thorough analytical thought and a process of wargaming, experimentation, assessment, and concept development to evolve future capability related to MARSOC Force Design and Operating Concepts. Efforts will be within the areas of program management and coordination; documentation preparation and coordination; and identifying, modeling, and analyzing strategic initiatives. Responsibilities Develop the Future Force Capabilities Development Forum process and procedures, in synchronization with relevant USSOCOM, service, and MARSOC processes Facilitate the full implementation of the Future Force Capabilities Development per COMMARSOC guidance and in conjunction with USSOCOM guidance Facilitate a venue for the command's senior leaders to build a command understanding across the Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) spectrum on the current and emerging operational and strategic environments Provide research and analysis to support MARSOC strategic posture in an uncertain future Provide research and analysis on national, USSOCOM, and service strategy, guidance, concepts, plans, policies, and directives Provide research, analysis, and assessments to support the anticipation and development of opportunities that may shape, drive, and implement meaningful, relevant change across both the service and SOF enterprises, in support of Commander USSOCOM guidance and priorities Provide research and analysis that informs USSOCOM Strategic Planning Process (SPP) and service combat capabilities development processes and assessments Facilitate the integration of planning and programming. Provide research and analysis to support the establishment of programmatic priorities that inform the development of Major Force Program (MFP) 11 and MFP 2 POM submissions. Facilitate command decision making that translates concepts into tangible capabilities and results In support of Warfighting Readiness and Analysis and Assessment, Contractor shall provide consolidation reports that analyze readiness across MARSOC Work Location Camp Lejeune, NC About Lukos Lukos delivers professional services to the Department of Defense.
