POSITION PURPOSE:

Responsible for all Wake County Public School System (WCPSS) employee payroll deductions and employer matching to be accurately reported to the appropriate agencies based on all federal, state, North Carolina Department of Public Instruction, and WCPSS Board of Education guidelines. Manages the reporting and reconciliation process for time and effort of federally funded employees.

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

Considerable knowledge of Microsoft Office, specifically Excel, Word, and PowerPoint; Google Apps;

Working knowledge of bookkeeping and accounting concepts;

Working knowledge of database systems with the ability to analyze and organize data;

Strong analytical and problem-solving skills, attention to detail with a high level of accuracy;

Effective time management skills with the ability to meet deadlines;

Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;

Ability to exercise independent initiative to perform both original and recurring assignments, and exercise judgment in the absence of clear directives;

Ability to use a variety of office equipment such as a copier, fax machine, scanner, etc.

Ability to communicate and maintain working relationships with school system employees, Department of Public Instruction, vendors, and other outside agencies.

EDUCATION, TRAINING, AND EXPERIENCE

Associate's degree in accounting or related field; AND

Three years of accounting, budget, finance, payroll process, or related experience; OR

An equivalent combination of education and relevant experience sufficient to successfully perform the essential duties of the job.

CERTIFICATION AND LICENSE REQUIREMENTS

None

PREFERRED QUALIFICATIONS:

Bachelor's degree in Accounting;

Experience working with Oracle based accounting and payroll systems;

Previous experience in a school system finance or payroll department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Performs daily review of the monthly payroll schedule to assure deadlines are met and to inform senior administrator for reporting if assistance is required.

Resolves any problems that occur after each payroll, which results in an out of balance status.

Performs duties related to balancing taxable wages, retirement covered, retirement matching, Federal Insurance Contributions Act (FICA) matching, FICA covered, and payroll totals after each payroll.

Reviews monthly payroll expenditure totals, less current and prior month check reversals.

Reconciles payroll liability account to Accounting.

Processes and balances retirement report and processes all checks for individuals on non-paid leave that are paying-in retirement.

Responsible for entering garnishments and levies, month-end balancing of third-party checks, and assisting with W-2's.

Responsible for balancing the general ledger with all health, dental, vision, 401k, 403b, and flexible benefit deductions from each payroll run.

Prepares labor report, quarterly worksite report, and Employment Security Commission (ESC) reports.

Manages the Project Accounting and Reporting System (PARS) notification, reconciliation, and final reporting process.

Coordinates with the Senior Administrator and Senior Director for any Oracle changes.

Responsible for the daily review of alerts for code changes that may affect employee salary costing for both PARS and salary audit.

Assists both internal and external auditors.

Prepares and maintains the database of all salary overpayment receivables submitted by the audit team.

Prepares, tracks, and submits legal notifications associated with collection efforts.

Responds to employee concerns and questions regarding payroll related concerns.

Performs other related duties, as assigned.

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS

This job operates in a professional office and school environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff students, parents, external agencies, vendors, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force.
