Monday-Friday (occasional evenings and weekends) Position is available for a Hybrid Telework workweek
POSITION PURPOSE:
Administers and supervises the Wake County Public School System (WCPSS) workers' compensation program including ensuring that the needs of injured employees are met; coordinates with schools and departments regarding workers' compensation needs; reviews and oversees claim processing and day-to-day operations of the workers' compensation program; ensures program conformance to applicable laws and regulations; prepares required reports; and evaluates the program activities to ensure the delivery of quality services.
MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
Extensive knowledge of workers' compensation laws, policies, procedures, procedures, and practices, including extensive knowledge of workers' compensation claims processing;
Considerable knowledge Microsoft Office, including Teams, Outlook, Word, Excel, and PowerPoint; Google Apps;
Considerable knowledge of leave processes for classified and professional staff;
Knowledge of school district policies, regulations, practices and procedures and familiarity with public education laws;
Strong interpersonal, communication skills;
Strong critical thinking and problem-solving skills;
Ability to respond quickly to multiple and varied activities, and to plan and manage projects within time constraints;
Ability to maintain the confidentiality of very sensitive matters and information;
Ability to analyze facts and present recommendations effectively in oral and written form;
Ability to handle difficult situations firmly, courteously, tactfully, and impartially;
Ability to work independently without close supervision, but also function as a member of a team;
Ability to complete complex tasks and minimize errors with attention to detail;
Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
Ability to establish and maintain effective working relationships with school system staff, third party administrators, staff members of external funding agencies, and the community.
EDUCATION, TRAINING, AND EXPERIENCE
Bachelor's degree in human resources management, risk management, project management, public policy, business administration, or related field; AND
Three years' experience in workers' compensation, risk management, project management, public policy, business administration, or related field.
An equivalent combination of relevant education, training, and experience which provides the knowledge, skills, and abilities necessary to successfully meet the essential duties may be considered.
CERTIFICATION AND LICENSE REQUIREMENTS
Must hold and maintain a valid motor vehicle operator's license according to the State of North Carolina requirements.
PREFERRED QUALIFICATIONS:
Experience working with self-insured workers' compensation fund and handling split-funded workers' compensation claims;
Experience with return-to-work procedures;
Experience using Oracle business applications.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Oversees workers' compensation operations in keeping with WCPSS goals and objectives of the North Carolina Workers' Compensation Act, including developing, implementing and monitors workers' compensation claims reporting forms, procedures, and activities in a timely manner.
Provides direction to school and department contacts, vendors, medical offices, and insurance adjusters regarding workers' compensation claims; communicates with school/department supervisors and injured workers regarding program goals and worker benefits; and creates/oversees online resources for injured employees and school/departments.
Manages complex workers' compensation cases and assists school/department and Human Resources staff regarding complex leave and the Family Medical Leave Act (FMLA) matters impacting workers' compensation.
Approves financial transactions on a weekly basis for payment of workers' compensation claims.
Oversees creation and implementation of a light duty program, in conjunction with the Return-to-Work Coordinator and Director.
Reviews and makes determinations regarding episode of violence claims, in consultation with the Senior Director, as necessary.
Oversees investigations of claims including obtaining any needed witness statements; assists Director with subrogation, litigation, and settlement of claims.
Works collaboratively with attorneys representing the school system to respond to interrogatories and provide information regarding specific claims.
Works with the Risk Management Department regarding compilation of injury data for all schools and departments for the NC Department of Labor and US Bureau of Labor Statistics.
Ensures adherence to policies and procedures by staying abreast of changes regarding workers' compensation law, education law and WCPSS policies and procedures, including attending meetings, professional developments and conferences related to workers' compensation and the N.C. Industrial Commission.
Provides presentations and workshops for schools and departments regarding workers' compensation procedures.
Performs other related duties, as assigned.
WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff and staff members. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work involves driving automotive equipment.
