Monday-Friday (occasional evenings and weekends) Position is available for a Hybrid Telework workweek

POSITION PURPOSE:

Provides strategic leadership, direction, coordination and administrative oversight to FD&C Directors, Senior Administrators, Administrators, design teams, and their project teams, for the execution of the capital building program and other related facilities planning and design functions. Aligns and leads the work for all construction related project management activities for both Construction and Strategic projects. Ensures FD&C provides a supportive environment for the achievement of educational goals and objectives. Coordinates and administers all construction phases of the building program, to include developing and maintaining communications with project teams, principals, administrators, municipalities, and other stakeholders. Ensures project control documents are accurately produced to consider time, quality and budget considerations. Plays an integral role in the formulation of the capital building program as a member of both the CORE and CIP Teams.

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

Comprehensive knowledge of local, state, and federal regulations and laws related to school facilities planning and design;

Comprehensive knowledge of Microsoft Office, specifically Microsoft Word, Excel, PowerPoint, and Publisher; Google Apps;

Interpersonal skills, including consulting, leadership, negotiation, relationship building, and trust building;

Excellent analytical skills for problem solving and understanding complex business requirements;

Strong attention to detail and a fundamental concern for the accuracy of information;

Effective time management skills with the ability to meet deadlines;

Ability to make independent judgments and to implement creative solutions to problems with minimal supervisory oversight;

Ability to manage personnel and financial resources to achieve departmental goals;

Ability to lead simultaneous projects on a timeline and within budgetary constraints;

Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback; excellent public speaking and presentation skills;

Ability to establish and maintain effective working relationships with school system staff, vendors, contractors, external agencies, and the community.

EDUCATION, TRAINING, AND EXPERIENCE

Bachelor's degree in engineering, architecture, design, facilities planning, or related field; AND

Five years' experience in building or planning/designing facilities;

Demonstrated successful experience in a progressively responsible supervisory role; OR

An equivalent combination of education and experience.

CERTIFICATION AND LICENSE REQUIREMENTS

Must hold and maintain a valid motor vehicle operator's license according to the State of NC requirements.

PREFERRED QUALIFICATIONS:

Ten years of experience in planning/designing educational facilities (preferably K-12);

Certifications and/or active membership in relevant professional organizations, such as American Institute of Architects (AIA), National Council of Architectural Registration Boards (NCARB), or Association for Learning Environments (A4LE);

Experience in construction management;

Experience in educational curriculum, new instructional technology, and facility management processes.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Directs work of the FD&C staff involved in both Construction and Strategic project efforts. Specifically includes CMAR efforts including review of fees/proposals and negotiation of contracts.

Responsible for coordinating the funding appropriation needs from the master schedule to support timely funding of projects.

Develops and promotes constructive working relationships with external governmental agencies and municipalities to assist in project approvals, permitting, and inspections and coordination meetings, as required.

Applies technical and practical expertise in the evaluation and approval of contracts, change proposals and other project documentation, as needed.

Develops methodologies to continuously evaluate key performance indicators for continuous improvement efforts.

Provides current and informative information and reporting of the status of all construction projects.

Assists in development of building programs for future bond referendums and make related presentations.

Attends construction meetings and performs job site visits, when necessary.

Serves as technical advisor to the Asst Supt of FD&C, other district senior directors or directors on matters related to facility planning and design; represents the department in the absence of senior directors or directors, as needed.

Prepares reviews and presents items to Board of Education, Board Committees, and other select groups, as required.

Responds to both internal and external ad hoc requests for information related to facilities planning, design and construction, funding, policies, and bond referendums.

Attends conferences and visits other school systems/school sites for research, comparison data, and innovative ideas.

Performs other related duties, as assigned.

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS

Must be able to use a variety of office equipment such as computers, scanners, and copiers. Must be able to communicate effectively. At times requires the ability to lift, carry, push, pull or otherwise move objects up to ten pounds. The work occasionally requires driving automotive equipment. Due to the amount of time spent standing and/or walking, physical requirements are consistent with those for sedentary work.
