Job description

Duties Performs duties as a Retail Business Process Analyst (BPA) and is specialized in one or more process areas related to Industrial Support Activity (ISA) production/maintenance support mission requirements. Process Areas include Order Management, (Order Fulfillment and Inventory Management), Planning, military service supply chain systems management and process areas including Military Wholesale Order Fulfillment and Military Wholesale Planning. Monitors, analyzes, and evaluates Key Performance Indicators (KPIs), metrics, and other process performance data to ensure process area is meeting its performance targets and identifies trends. Assists Enterprise Business Systems (EBS) end users by providing guidance for interpreting and applying enterprise-wide Order Fulfillment processes and procedures. Defines functional training requirements, develops training materials, recommends training delivery (CBT or Instructor-led), and conducts training in various environments. Analyzes, develops, evaluates, and documents complex functional systems requirements for assigned functional areas. Provides the programmers/system analysts with the functional knowledge required to automate new processes and procedures or to enhance current system functionality. Documents applicable audit readiness end-to-end processes within a process management functional area - to include manual and system processes and their associated internal controls. Provides on time responses to auditor requests and aggressive implementation of corrective action plans associated with audit deficiencies. Operates independently as a subject matter expert for Order Fulfillment Business Processes. Serves as technical authority for system applications governing automated supply management and data maintenance, sufficient to recognize systemic problems; identify the source (s) of discrepancies, and input, manipulate, extract, and maintain automated information using a variety of systems. Serves as technical authority for all facets of supply operations in the Order Fulfillment process by working with the: Process Owner, Site Process Management Lead, and Enterprise Process Integrator to define goals and objectives related to KPIs and metrics. Conducts surveys, independent analysis and investigation of specific process issues using- new or innovative approaches to evaluate the process and explore logistics solutions for resolving complex electronic Order Fulfillment transaction errors (e.g. IDOC errors). Qualifications To qualify for a Supply Systems Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Working with system applications related to Order Fulfillment (i.e., Inventory and Order Management) to include system functionality and business capabilities. Evaluating additions to or changes in supply policies, programs, and procedures. Generating and monitoring Key Performance Indicators (KPIs) and metrics for Order Fulfillment process area. Interpreting policy and directives affecting Order Fulfillment, to implement and/or recommend new or revised policies and operating instructions, applying supply policy. Conducting studies to determine whether proposed changes to system applications related to Order Fulfillment meet functional user requirements and to translate general policy guidance into detailed operational procedures. Making decisions that encompass interpretation, evaluation and recommendations of new Order Fulfillment concepts, methods and techniques and integrating new/revised policy, procedures, and processes into existing work environment. Preparing and delivering briefings to higher level managers of analysis findings of Order Fulfillment trends, recommending process improvements and develops action plans or get well plans to achieve/exceed expected performance.
