Position Overview This effort will provide Engineering Support Services for the United States Coast Guard (USCG), Aviation Logistics Center (ALC), Short Range Recovery (SRR), Medium Range Recovery Range (MRR), Medium Range Surveillance (MRS), and Long Range Surveillance (LRS) Divisions at the United States Coast Guard (USCG) Aviation Logistics Center (ALC) in Elizabeth City, NC. Essential Job Function The Avionics/Electrical Systems Engineer will perform avionics and electrical system design, development, integration and testing for SRR aircraft modification and sustainment programs to include, but not limited to, component compatibility/reliability/interoperability, ergonomics/aircraft layout, data transfer, voice communications, software/hardware, wiring drawing/illustration review and approval, equipment selection, acquisition and obsolescence, diminishing manufacturing sources, TEMPEST, laser safety, electromagnetic environmental effects, electrical loading, communication security, system development/prototyping and integration, research, testing and analysis, navigation, flight safety, airworthiness, certification, production, technical documentation, implementation and field support. The Avionics/Electrical Systems Engineer, working independently, will take a proactive approach in researching existing and potential SRR avionics and electrical systems, design solutions, components, interface and performance requirements, operating parameters, and related program elements.
The Avionics/Electrical Systems Engineer will apprise USCG managers of the requirements, regulations, and statutes necessary to implement airworthiness standards, define and accomplish desired levels of design and certification, define, and employ standard aeronautical industry practices, and comply with all USCG engineering standards.
The Avionics/Electrical Systems Engineer will identify, address, and resolve current, emergent, and projected avionics and electrical anomalies impacting any phase of SRR upgrade and sustainment, and ensure USCG managers are apprised of related risks, impacts and potential solutions.
The Avionics/Electrical Systems Engineer will participate in an advisory role in planning/progress meetings and technical reviews.
This position will require the participation in aircraft ground runs and/or actual flight operations. The Avionics/Electrical Systems Engineer will function as a technical observer for the collection of data and be considered mission essential personnel. The aircraft will always be staffed and operated by a USCG designated flight crew.
This position may be required to add, remove, and adjust vibration or monitoring test equipment to complete task. The Avionics/ Electrical Systems Engineer may be required to travel to other USCG units to complete their duties. Minimum Qualifications Shall possess a SECRET security clearance at time of proposal submission and must maintain the SECRET security clearance for the life of the contract
Bachelor of Science degree in Electrical or Systems Engineering is desired. Ten (10) years of USCG or DOD systems engineering experience in the areas of technical feasibility, planning, development, prototyping, integration, testing, verification, validation, certification, and sustainment of avionics/electrical systems. Relevant experience shall be identified as experience obtained within the last fifteen (15) years A master's degree in a technical discipline (e.g. Materials, Structures, Mechanical, or Electrical Engineering etc.) will substitute for two (2) years of systems engineering experience. Shall be proficient in interpreting, drafting, and reviewing avionics, wiring, electrical diagrams. Shall have experience in aircraft system design and development to include but not limited to, Common Avionics Architecture System (CAAS), AC and DC generation/distribution, sensors, pitot static, auto flight/flight director, navigation/communications, engine control, and engine indicating systems. Shall be proficient in identifying, locating, and researching USCG or equivalent DHS/DOD, Federal, and industry technical publications, process guides, manuals, instructions and related guidance and instructional documentation necessary for modification, testing, certification, and sustainment of SRR aircraft. Shall be proficient in the use of the Microsoft Office suite programs: Outlook, Word, Excel, and PowerPoint, and know how to use these tools for communication and suitable presentations of research results and recommendations. Desired Qualifications Experience or training in Aviation Safety is preferred.
