Job description

Duties This position supports the Army Reserve's core competencies of sourcing ready, trained personnel for Combatant Command and Service requirements with conventional land forces; responsible for military personnel management, personnel policy development, and personnel strength accounting and readiness of 177,000 Soldiers and 12,000 Civilians (Military Technicians and Department of the Army Civilian in the Continental United States and Outside Continental United States). Operates under broad, general direction from the USAR Chief of Staff (CoS)(MG); responsible for staff offices at Fort Bragg, NC and Fort Belvoir, VA encompassing over 130 Soldiers and Civilian employees with a $4.5 billion dollar budget, conducting critical missions worldwide. The USARC, G1 SES position provides both strategic and operational capability along with executive leadership for all aspects of human capital in the Army Reserve. This position will develop and execute strategy, policy, plans, and programs and provide oversight to a $4.5 Billion budget for the following functional areas: Human Resource Management (Civilian and Military), Equal Employment Opportunity, Equal Opportunity, Mobilization Readiness of Army Reserve Soldiers in more than 2,000 units, Well-Being Programs, Safety, Soldier and Family Readiness, Health Promotion/Risk Reduction, the Ready and Resilient Campaign, Army Training and Leader Development, Sexual Harassment and Assault Response Program, Family Programs, Survivor Outreach Services, Suicide Prevention, and the Yellow Ribbon Program. These responsibilities involve 34 major subordinate and direct reporting commands across the United States and Puerto Rico. The position will assist the CAR in directing and managing the responsibilities to include personnel and pay budgets across two appropriations, Active Guard/Reserve Program, and the annual reports to Congress. The position will also provide guidance and analysis for Army and Joint regulations review, de-conflict and submit legislative proposals, conduct congressional engagements, and participates in outreach events with private sector and veteran's service organizations. The incumbent will represent the Army Reserve at General Officer level meetings and briefings to facilitate a ready and capable Army Reserve force. Requirements Conditions of Employment You must be a U.S. citizen to be eligible for this position. You must be able to submit and pass designated and/or Random Drug Testing as required. You must be able to obtain/maintain the appropriate clearance and access level for this position. You must sign a mobility agreement. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. You will serve a one-year probationary period unless you have previously completed the probationary period in the SES. Appointment is subject to the completion of a favorable suitability or fitness determination, as determined by a background investigation. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) upon entry, and annually thereafter. The incumbent is required to travel on both scheduled and unscheduled aircraft, and other modes as required, under conditions specified under the DoD Joint Travel Regulations. The incumbent is expected to travel on short notice to attend high level meetings to obtain resolution of problems and gather information to assist in the decision-making process. Mobility: An essential element of the SES is mobility across geographic, organizational and functional lines. Individuals selected for Army SES positions may be subject to reassignment that requires them to be mobile. The U.S. Army senior leadership considers mobility to be an integral part of employment as an SES member with the Department of the Army. Qualifications Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. TECHNICAL QUALIFICATION(S) (TQ): (MANDATORY SUBMISSION) A supplemental statement must be submitted separately addressing each TQ. TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up may not exceed 1 page per TQ using 12pt, Arial or Times New Roman with 1-inch margins.
