Job description
Duties Serve as the Civilian Personnel Management Office's (CPMO) Executive Officer and a staff level Civilian Human Resources (CHR) consultant/advisor at the United States Army Reserve Command. Exercise responsibility for all facets of program administration for various HR programs to include identification of program needs, development of programs, and answering inquiries concerning the nature and purpose of programs. Advise on current and proposed Federal laws, executive orders, directives, OPM decisions, and policies regarding civilian personnel implications for assigned HR program area(s). Review responses to Congressional Inquiries, Army Audit Reports, Inspector General (IG) Inspections, DA and OPM Surveys, etc., regarding policies and practices. Prepare reports for the CPMO to analyze the personnel program for assigned activities. Maintain automated suspense systems for external and internal taskings and staff actions. Responsible for all Directorate publications such as establishing administrative policies, standard operating procedures, and/or directives related to the operations of the Directorate, personnel and administrative rosters. Review correspondence for administrative and technical accuracy, and rewrites if necessary before it goes to the appropriate level for signature. Maintain the Director and Deputy Director's schedule, forecasting potential requirements, de-conflicting problems, and plan and project timeframes for historical recurring requirements. Execute priorities for daily operations based upon guidance from the Director and Deputy Director. Collaborate with senior specialist to evaluate, design, and implement command wide personnel programs and guidance. Provide recommended courses of action and other efficiencies that may aid in the achievement of desired goals and objectives. Initiate all Request for Personnel Actions (RPAs) upon request for a variety of civilian personnel actions for the CPMO and other Directorates in USARC or OCAR. Monitor and track civilian personnel actions through the Civilian Personnel Data System. Specialized Experience: One year of specialized experience which includes: Performing a broad range of advisory and management services essential to the direction and efficient operation of an human resources office, such as: personnel management, project and quality control, security, information systems, and administrative internal controls; and Providing technical advice and assistance to supervisors and managers at the major command level in one or more Civilian Human Resources Management (CHRM) functional specialties; and Researching, interpreting and clarifying HR laws, regulations, and policy guidance; and Providing input for responses to Congressional Inquiries, Army Audit Reports, Inspector General (IG) Inspections, DA and OPM surveys, etc., regarding policies and practices. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
