Job description

Duties Responsible for the development and oversight of the Property Administration Program for all contracts in the Area of Responsibility (AOR). Audits the contractors' development of adequate procedures for accounting, protecting, maintaining, utilizing and storing of GFP in accordance with the terms of the contract and applicable regulations. Recommends Recommends approval/disapproval of the contractors' property management system procedures in accordance with appropriate regulatory guidance. Provides policy interpretations and controls to measure program effectiveness and responsiveness. Reviews Plant Property Procurement Requests from the contractors to ensure the required screening for availability has been completed on controlled items Negotiate desired changes in contractor's property control system to ensure it's the best interest of the government. Attend meetings/conferences on behalf of the organization to present information, discuss policies, procedures and obtain agreements. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. You must possess, or be able to obtain and maintain a SECRET security clearance. This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter. This position has a Temporary Duty (TDY) or business travel requirement up to 15% of the time. One year trial/probationary period may be required. Incumbent must possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles. Incumbent must possess or obtain and maintain a valid Federal Installation and/or Department of Defense Driver's License required for the type of vehicle operated. This is an Army Acquisition Workforces (AAW) position. The employee must meet the DoDI 5000.66 requirements for Contracting Professional Certification within 3 years of entry on duty. Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: (1) Performing property administration on a variety of contracts ensuring adequate control and care of Government Furnished Property (GFP); (2) Analyzing contractor's development procedures to ensure compliance with regulatory guidance (such as, Federal Acquisition Regulation (FAR): AND (3) Assisting with the development of accounting procedures for equipment defined within contracts to meet mission objectives.
